Is it site -specific? Yes. Site follows NC DOT procedures for erosion control and NCG010000. Does the site have approved erosion and sedimentation control plans onsite? Are they representative of current site conditions? Yes, the erosion control plans are onsite. They are continually updated with minor changes and repairs. What type of stormwater training do site employees receive? How often? Site is inspected by NC DWR/DOT inspectors monthly. Ms. In Anne Steinhaus of DWR and Mr. Jerry Yarborough have been instrumental in conveying information on new requirements of the NCGO10000 to the contractors. Inspector Training/KnovAedge What type of stormwater training does the MS4 inspector receive? How often? Inspector is NC DOT certified, amongst other qualifications. Did the MS4 inspector appear knowledgeable about MS4 and NCGO10000 requirements for construction sites? Yes. Discussed and debated new forms and requirements of NCGO10000. Did the MS4 inspector appear knowledgeable about erosion and sedimentation control/stormwater pollution prevention BMPs? Yes. The inspector exhibited knowledge of erosion control techniques as evident during inspection. Inspectors had knowledgeable and informed questions. Inspection displayed extensive knowledge of erosion control measures. First stop on the site inspection was a major stream crossing that displayed expert erosion control techniques. The second stop was a location identified with sediment loss during previous DWR/DOT inspection. The sediment had been removed and the site repaired. The fourth stop was an elevated material crossing over the freeway that presented a host of issues that were well thought out and executed. Inspection Procedures Does the MS4 inspector's process include the use of a checklist? Yes. Does the MS4 inspectors process include taking photos? Did not ask. Does the MS4 inspector's process include reviewing approved plans (erosion and sedimentation control and/or SWPPP)? Yes. Does the MS4 inspector's process include walking the entire site and inspecting all points of discharge? Yes. The site is very large and requires a team of knowledgeable inspectors to accomplish erosion control inspections. Did the MS4 inspector miss any obvious violations? If so, explain: No. Does the MS4 inspector's process include presenting the inspection findings to the site contact in writing? Yes. Does the MS4 inspector's process include providing construction stormwater educational materials to the site contact? The MS4 inspector collaborates with multiple individuals to accomplish this goal. Compliance/Enforcement =What, if any, enforcement actions (verbal warnings, NOV, etc.) did the inspection result in? Site is generally in compliance with no outstanding issues other than general maintenance. If compliance issues were identified, what timeline for correction/follow-up was provided?
