NCG560045 I11 12, 19/09/13 117 18 JCJ Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Andrew Moore met with Seth Swift (Pesticide Operator License 5174) to conduct a compliance evaluation inspection of the subject permit. The Pesticide Discharge Management Plan was well -organized and in order. The County has 5 separate routes that are driven and the pesticide permethrin applied via a gas -powered sprayer mounted in the rear of a pickup truck. The County works with a regional vector -borne disease specialist, and his students, to evaluate the need and determine the appropriate time to apply pesticides to treat target organisms, thereby minimizing pesticide application and potential discharges. Equipment is calibrated annually by the County's pesticide provider. Calibration records were available for review. Pesticides are stored in a secured building on drum spill containment pallets. The entire building was retrofitted with secondary containment as a backup to the containment pallets. Absorbent material and a spill kit are stored within the building. The sprayer is only filled within the storage building within secondary containment to avoid accidental releases. The County sprayed approximately 11,000 acres last year and approximately 7,200 acres this year as of the date of the inspection. The County lacks a spot check monitoring program for impacts to non -target aquatic organisms. We discussed the need to incorporate this type of visual monitoring into future post -application surveillance checks, which are already conducted by the County.
