Sycamore Street and produced a Professional Engineering Report (PER) of recommendations to alleviate the flash flooding. Green Engineering began surveying and designing improvements along W. Sycamore Street, Gannon Avenue, and Arendell Avenue in September 2017. Completion of design is expected by May 2018. Town of Zebulon received a Community Block Development Grant from Wake County to make storm drainage repairs and improvements along S. Arendell Avenue from Vance Street to Barbee Street. Improvements include installation of a driveway apron on S. Arendell Avenue near the railroad tracks, installation of additional stormwater structures to address nuisance ponding of stormwater, and a short section of sidewalk to match Downtown. In October 2016, we joined NC811's line locate system to mark storm lines. The one -call center will notify Public Works for project construction in the area near our infrastructure. We cleared 768 line locates from October 1, 2016-June 30, 2017. Updating the stormwater maps with revisions and additions was completed in December 2016. " Street sweeping is crucial to the effectiveness of the stormwater system. Sweeping keeps street debris from washing into the drainage system during rain events. This year, we collected 416 cubic yards or 7% more debris than last year (see page 3). In 2012, the Board of Commissioners established a stormwater fee to fund the stormwater program mandated by the State of North Carolina. The stormwater fee for residential properties is a flat fee. Stormwater fees for commercial properties are based on the sizes of the facilities. The tiers and fees are: Residential—$2.00/month Small Non -Residential (up to 10,000 sf)-$7.00/month Medium Non -Residential (10,000-45,000 sf)- $38.00/month Large Non -Residential (Greater than 45,000 sf)- $92.00/month The stormwater fee rates have not increased since the program's inception. Revenue collected for FY2017 was $109,311.92. A new fee of $1.00 per linear foot for construction inspection of new developments was adopted beginning in FY2017. Staff worked closely with builders and developers to ensure controls were implemented to prevent stormwater runoff on construction sites. We collected $1,746.00 in FY2017. YOUR STORMWATER SYSTEM The Town of Zebulon stormwater system carries runoff to two main water bodies, Little River and Little Creek. Storm water in areas west of Arendell Avenue flow to Little River. Storm water in areas east of Arendell Avenue flow to Little Creek. The runoff is carried through the storm - water system which consists of 898 structures (catch basins, drop inlets); 16.55 miles of pipe; 4.77 miles of ditches; and 10 retention ponds. Stormwater runoff tends to pick up gar- bage, debris, sediment, chemicals, auto- motive fluids and other pollutants; storm - water runoff is relatively dirty and will harm the fish and other wildlife living in these habitats. Citizens can do many things to prevent pollution of the storm - water system. YARDWASTE DISPOSAL ^ Piles of leaves and yard waste left in the street can be easily scattered and the debris can run off into the storm drain polluting our stormwater system. During heavy rains, washed debris covers the tops of the catch basins, causing flooding in yards and streets. Town of Zebulon picks up yardwaste from residents bi-weekly. Place all yard waste and leaf piles along the right-of-way and out of the street. Grass clippings should be mulched into the yard. Annually, Public Works collects approximately 8500 cubic yards of yardwaste and leaves. HOUSEHOLD HAZARDOUS WASTE Common household contributions to storm - water pollution are vehicle drips and leaks, overuse of lawn fertilizers, and incorrect dis- posal of paints, solvents, cleaning fluids and other chemicals. Keep your vehicles in good repair and clean up any spills or leaks immedi- ately. PET WASTE Pet waste left on sidewalks, streets, yards or other open areas can be washed away and carried by rainwater directly into storm drains and then to nearby rivers and streams. The good news is ... whether in your yard or while walking your dog, you can easily do the right thing! Buy a "pooper scooper" or simply use a plastic bag. Place the waste in a trash can. All Zebulon parks contain at least one pet waste station equipped with disposal bags and a trash can. STORMWATER RESPONSIBILITIES The Town of Zebulon Stormwater Management Plan has six focus areas of responsibility under the permit requirements. The six areas are: • Public education and outreach on storm - water impacts • Provide opportunities for residents to par- ticipate in activities related to reducing stormwater runoff and pollution • Detect illicit discharges of stormwater • Control construction site stormwater runoff • Manage post -construction stormwater in developments and redevelopments • Stormwater pollution prevention and maintenance for municipal operations J I STORMWATER VOLUNTEERS ARE NEEDED "Our constant goal is to provide I you with better service and to protect the environment from aiy harm. Join today! 2017 Town of Zebulon Stormwater Annual Report Page 3 STORMWATER SYSTEM REPAIRS AND IMPROVEMENTS From July 1. 2016 through June 30, 2017, we removed 7.04 cubic yards of debris from 230 catch basins inspected and/or cleaned by staff. Staff removed the tops of the catch basins, used the vac trailer to collect the debris, and washed the basins. All basins are inspected prior to and after cleaning. Staff contracted with ABE Utilities to clean 2,930 linear feet of drain pipes identified as priority cleaning locations. The contractor used a vac truck to force water through the pipes to break up debris and suction the dirt and debris with the vacuum system. In total, we collected 12 cubic yards of debris from the system. We oversaw additions to the stormwater system at Cattail Pond Drive, Blue Iris Way, Tulip Spring Drive, Golden Plum Lane, Lacewing Drive, Sage Tree Court, and Lily Pad Court. We made 66 point repairs to pipe and drain structures. Point repairs pre- vent dirt from infiltrating the stormwater system. Basin and Line Cleaning 126 E. GOALS: 1. Main thoroughfares (Gannon Ave, Arendell Ave, Shepard School Rd) will be swept at least 26 times annually. 2. Collector and all residential streets will be swept at least once a month. 3. Downtown business district will be swept weekly. 4. Municipal parking lots will be swept weekly during mowing season. We are continuing to update our construction street specifications for the latest construction methods for stormwater infrastructure. We will continue to host an annual community recycling day every Spring to collect household hazardous wastes, oil and antifreeze, paints, tires, appliances, fluorescent lamps, and electronics based on the success of our previous recycling events. Proper disposal of household hazardous waste keeps poisons out of our river and creeks. We will retain our membership in the Clean Water Education Partnership (CWEP) to continue to pro- mote stormwater stewardship through radio and television ads. Staff will provide educational handouts, perform stormwater demonstrations, and share tips to protect the stormwater system. " ZEB UQN PUBLIC FORKS DEPARTMENT August 2015 FY2015 STORMWATER PROGRAM REVIEW 2014 was the second highest total rainfall on record for Wake County and flash flooding was reported in several areas around town. Crews worked through the storms to alleviate the flood- ing on West Sycamore Street, Yates Place, Sexton Avenue, Gor- don Street, and Calvin Street. This year's storm drainage im- provements to Yates Place will eliminate flooding in the cul-de- sac. See the article on page 4 for more details. Maintenance of the stormwater system is crucial to its effec- tiveness. Staff supervised a contractor to rebuild the catch basin at 607 N. Arendell Avenue in August 2014. Damage from tree roots caused the catch basin to collapse and prevented the flow of water into the stormwater system. The scope of work included removing two large pine trees, rebuilding the masonry block catch basin box, and installing a new catch basin lid. Staff continued concentrating on preventing new construction runoff. Town of Zebulon has an interlocal agreement with Wake County to administer and manage stormwater quality and quantity from new developments and site redevelopments in town. Staff worked closely with builders and developers to en- sure silt fencing was properly installed, gravel construction en- trances were available for each site, and tracking of debris by equipment onto roadways was reduced. Staff distributed, educational materials to attendees during Zebulon Night Out and the Zebulon Business Expo in 2014. Staff purchased an Enviroscape learning system to model stormwater runoff from multiple sources. The interactive set demonstrates how pet waste, pesticides and lawn chemicals, and vehicle leaks contribute to stormwater pollution. On April 25, 2015, Zebulon Public Works hosted a Community Recycling Day at Town Hall. Area residents could drop off used oil, antifreeze, and household hazardous waste, such as paint and pesticides. Staff delivered the collected items to Wake County's Household Hazardous Waste facility for proper disposal. The next Community Recycling Day will held in Spring 2016. Staff removed the tops of the catch basins, used the vac trailer to collect the debris, and washed the basins. All basins are inspected prior to and after cleaning. Staff contracted with Hydrostructures to clean 2,640 linear feet of drain pipes identified as priority cleaning locations. The contractor used a vac truck to force wa- ter through the pipes to break up debris and suction the dirt and debris with the vacuum system. In total, we collected 1.0 cubic yards of debris from the system. We oversaw additions to the stormwater system during the Shepard School Road Sidewalk Project and the extension of Cattail Pond Drive in weavers Pond. We made 17 point repairs to pipe and drain struc- tures. Point repairs prevent dirt from infiltrating the stormwater system. STATISTICS FROM JULY 1, 2014—JUNE 30, 2015: 1. 317 hours total sweeping 2. 308 cubic yards total debris collected or 16 tandem dump trucks YATES PLACE STORM DRAINAGE IMPROVEMENTS Green Engineering completed a preliminary engineering report (PER) on Yates Place to determine a solution for flood- ing during heavy rain events in 2014. The PER looked at a variety of options, costs (both short and long term), plus performed hydraulic analysis for 2, 10, and 25-year storm events. In July 2014, Zebulon Board of Commissioners appropriated funding for Phase I improvements. Since July, Zebulon Public Works completed the full design, secured temporary and permanent easements, received plan approval from the City of Raleigh, and confirmed no 401 or 404 water quality permits were required by the State of North Carolina. Staff coordinated relocation of a storage building from a proposed easement. The planned improvements include: • Two new catch basins and one enlarged catch basin in the cul-de-sac • Installation of 24" Reinforce Concrete Pipe (RCP) parallel the existing 24" RCP • Installation of a storm water quality area behind the cul-de-sac Once construction is completed, these improvements will eliminate flooding in the cul-de-sac. The project will also reduce the quantity and velocity rates of discharge water at the stream, thus reducing the possibility of stream ero- sion. Construction bids will be received in late September with construction expected to begin in late October 2015.
