The following narrative describes the current Stormwater Management Program for the Town of
Mooresville, developed in compliance with Town of Mooresville NPDES Stormwater Permit
(Permit Number NCS000S4o). The current permit cycle began December 2011 and wail] expire
at midnight on November 30, 2oi6.
Population and Estimated Growth Rate
The population of Mooresville, NC, per the US Census Bureau data from July 1, 2014 (V2014), is
35,300. This is a 4.9% increase in population from April ], 2010 (estimates base). The census

Jurisdictional Area
The Town of Mooresville MS4 jurisdictional area is 21.29 sq. miles. As additional areas are
annexed the jurisdictional boundaries will be updated. A map of the current town limits and

Stormwater Conveyance System
The Stormwater Conveyance System within the Town of Mooresville is comprised of pipes,
culverts, drainage inlets, and open ditches and channels. There are approximately 103 miles of
linear pipe (sizes ranging from 12" to 48" or greater) and approximately 7,73o drainage
structures (inlets, junctions, etc.).

No approved TMDL with an approved Waste Load Allocation (WLAs) assigned to stormwater at
this time.
Impaired streams, likely sources, and existing programs that address the
impairment (if applicable)
Catawba River (Lake Norman below elevation 76) is categorized as Impaired (Category 5) due to
mercury in fish tissue. A TMDL for mercury has been developed but is not applicable to
stormwater permittees at this time.
Dye Creek (Branch) is categorized as Impaired (Category 5) due to Benthos Poor (Nar, AL, FW)
and was listed on the 303(d) list as of 1998.
Rocky River is categorized as Impaired due to ecologicalibiological integrity benthos, fecal
coliform, mercury in fish tissue, and turbidity. TMDL for mercury has been developed but is not
applicable to stormwater permittees at this time. TMDL for fecal coliform was approved in
September 2002 but does not include an approved WLA for stormwater. Rocky River is listed
on the 303(d) list for a turbidity impairment as of 1998 (iRCategory 3a1) and a Benthos Fair
impairment as of 1998 (IR Category 5).
Existing water quality programs
The Town of Mooresville Zoning Ordinance details the establishment of the Watershed Districts
as part of the Water Supply Watershed Protection Program, and the provisions associated with
each district. See Chapter 4.2 of the Town of Mooresville Zoning Ordinance for additional
information.
Partnerships and/or inter -local agreements
Tome of Mooresville is a part of the Regional Stormwater Partnership which maintains a website
including general stormwater information. The Regional Stormwater Partnership is currently
developing TV and radio advertisements to educate the public about illicit discharges and
Stormwater pollution. The Regional Stormwater Partnership holds "Tech Talks" every other
month to provide education on stormwater related topics such as Low Impact Development and
stormwater related legislation.
State programs
The Town of Mooresville relies on the NCDEQ Division of Energy, Mineral and Land Resources
Sediment and Erosion Control Program.

Public education and outreach program
The Town of Mooresville has implemented a public education and outreach program that
proNides education to the community for stormwater related issues. A websitc with basic
stormwater information and contact information for the Stormwater Program Specialist is
maintained. Currently, the public education and outreach program mainly targets homeowners
and residential apartment complexes through articles within the Town Voice newsletter on
stormwater related topics. The Town Voice newsletter is mailed out to all citizens within the
Town of Mooresville MS4 service area. Article topics to date have included information on
stormwater, the stormwater utility, erosion control and other pollution prevention tips. Articles
with pollution prevention tips discuss stormwater pollutants and their potential impacts.
The Town of Mooresville is a member of the Regional Stormwater Partnership which conducts
events every other month. Each of these events focuses on a specific stormwater-related topic
and attendance is open to partnership members as well as local companies, engineering firms
and the general public. Tech Talk topics to date have included stream restoration, Illicit
Discharge Detection and Elimination, Water Quality Buffer Requirements, BMP Maintenance
and Inspections, and Low Impact Development. The Regional Stormwater Partnership
maintains a website with information on stormwater and stormwater pollution
(http://ideas.uncc.edu/regional-stormwater-partnership).
Public involvement and participation program
The Town of Mooresville maintains a Storm Drain Marking volunteer program which is
advertised on the Town of Mooresville Volunteer Program website
(http:/Z%%,mv.ci,moores-,ille.nc.us/jQ4lVolunteer-Pro,gram . Volunteers mark storm drains
using storm drain markers provided by the Town and check each storm drain they mark for a
buildup of debris or evidence of an illicit discharge. Logs detailing the storm drains marked and
checked are returned to the Stormwater Program Specialist upon the completion of volunteering
event.
In 2oi2, the Town of Mooresville formed a Stormwater Advisory Committee to review different
options for a potential stormwater program. This advisory committee recommended the
creation of a new Stormwater Utility funded through fees based on the amount of impervious
area on a property.
Illicit Discharge Detection and Elimination Program
The Town of MooresN ille has a Phase II Post Construction and Illicit Discharge & Connection
Ordinance. This ordinance defines illicit discharges and details the course of action if
enforcement is required. Employees have received training on recognizing and reporting illicit
discharges and contact information is listed on the Town of Mooresville Stormwater Website for
the public to use to report illicit discharges. When an illicit discharge is reported, the
Stormwater Program Specialist A] investigate per the course of action detailed in the Phase 11
Post Construction and Illicit Discharge & Connection Ordinance. Enforcement procedures are
also detailed in the Phase 11 Post Construction and Illicit Discharge & Connection Ordinance.
Reports of Illicit Discharges and their investigation are documented. The Town of Mooresville is
currently working to inventory and map all stormwater structures, conveyances and outfalls.
Post -construction stormwater program
The Town of Mooresville has a Phase II Post Construction and illicit Discharge & Connection
Ordinance. This ordinance requires that all new construction or redevelopments are required to
submit an Operation and Maintenance Agreement and Annual Inspection reports to the Town of
Mooresville Stormwater Program Specialist. This ordinance details the inspection program and
procedures for enforcement.
Site plan rexiews for all new development or redevelopment are conducted as part of the Land
Development process. The requirements for the design of stormwater control measures are
available in the Town of Mooresville Land Development Standards, which ultimately refers to
the DWQ SMP Design manual and North Carolina statutes as appropriate.
An inventory of existing post -construction stormwater control measures within the Town of
Mooresville has been developed. Property owners with wet detention ponds constructed before
September 2014 are required to submit Operation and Maintenance Agreements per the
Watershed Ordinance. Additionally, the Town is requiring that property owners with post -
construction stormwater control measures that are required to submit Operation and
Maintenance Agreements per the Watershed Ordinance also submit annual inspection reports.
Property owners with stormwater control measures approved for construction after September
2014 are required to submit operation and maintenance agreements and annual inspection
reports per the Phase II Post Construction and Illicit Discharge & Connection Ordinance. The
operation and maintenance agreement and annual inspection forms for owners of post -
construction stormwater control measures are located on the Town of Mooresville Stormwater
website.
Practices to inspect and maintain municipally -owned facilities
Municipal facilities have been inventoried and Stormwater Operation and Maintenance Plans
have been developed for all municipal facilities. Municipal facilities are inspected at the
frequency detailed in the specific Stormwater Operation and Maintenance Plan for that facility.
Inspection frequency is based on the potential for stormwater pollution from activities
conducted at the facility. After the inspection of each municipal facility, the facility manager is
contacted with the results of the inspection and the details of any corrective actions that need to
be taken.
Practices to inspect and maintain structural stormwater control devices
Town of Mooresville owned and maintained structural stormwater controls are regularly
inspected per the requirements listed either in the State BMP Manual or the engineered plans
for the control deN ice. After the inspection has been completed, the appropriate staff is
contacted with the items requiring correction.
Owners of wet detention ponds that fall under the Watershed Ordinance and owners of post -
construction stormwater control measures that fall under the Phase II ordinance are required to
submit Operation and Maintenance Agreements that detail inspection and maintenance
requirements for that control measure. Owners of post -construction stormwater control
measures that are required to submit Operation and Maintenance Agreements are also required
to submit annual inspection reports.
The Phase II Post Construction and Illicit Discharge & Connection Ordinance details the
requirements for maintenance access, easements, and inspections of privately owned structural
BMPs by the Stormwater Program Specialist.
Practices to reduce polluted stormwater runoff from municipally -owned
streets, roads, and public parking lots, piped and vegetative conveyances,
manholes, cleanouts, drop inlets, and drainage structures
A street sweeper is utilized to reduce polluted stormwater runoff from municipally -owned
streets and roads. Public parking lots are serviced by the street sweeper when requested.
Maintenance to the Town of Mooresville operated and maintained stormwater conveyance
system is funded through the Stormwater Utilit}v Fee collected within the Town of Mooresville.
Maintenance activities include clearing inlets and out -falls of debris and maintaining channels
and open ditches to reduce erosion.
Volunteers with the Storm Drain Marking program are also encouraged to check the storm
drains they mark for a buildup of sediment and debris and to give that information to the
Stormwater Program Specialist. This information is then directed to the maintenance crews so
that maintenance can be performed as needed.
Training programs for municipal staff
Municipal employees have received training on the following topics: general stormwater
information, stormwater pollution prevention, and illicit discharge detection. Beginning March
2o16, all new municipal employees receive introductory stormwater training as part of the new
hire orientation. The Stormwater Program Specialist "rill continue to provide stormwater
related training to municipal employees who may come into contact with or otherwise observe
illicit discharges and to municipal employees involved in implementing pollution prevention
and good housekeeping practices.
Spill response procedures for those at Municipally Owned and/or Operated
Facilities as well as those in the public right-of-way
Spills at municipal facilities are immediately cleaned up using dry cleanup methods (using
absorbent pads, cloths, or sweeping) and waste material is not allowed to enter storm drains. in
the event of a spill, a Spill Response Plan and Report can be found in the Stormwater Operation
and Maintenance Plan for the facility.
When a spill is actively occurring in the public right-of-way, the ToWn of Mooresville Fire
Department N,rill protect the closest storm drain and contact a contractor for cleanup.
All sanitation trucks have a small spill kit in the event of a hydraulic oil spill and are trained to
immediately protect the closest dow-nstream storm drain and contact their supervisor.

1, STORM SEWER SYSTEM INFORMATION
1.1. Population Served
Based on United States Census Bureau data, the population of Mooresville in the year 1996
was 9,317, year 2000 was 18,823, and year 2006 was 20,944. The value of 18,823 for year
2000 is the same value used by the North Carolina Office of State Budget and Management
for year 2000. While other sources of data are available from multiple sources, the applicant
believes that the data from both of the listed sources, US Census and Office of State Budget
and Management, is the most accurate.
1.2. Growth Rate
The US Census data indicates that the Mooresville population more than doubled between
1990 and 2000 from 9,317 to 18,823, equating to 7.0 percent growth per year. The growth
rate decreases somewhat from the period from 2000 to 2006 during which the population
increased from 18,823 to 20,944, an average growth rate of 1.8 percent. The majority of the
Town's growth is due to additional service areas being added through the annexation
process.
1.3. Jurisdictional and MS4 Service Areas
According to the United States Census Bureau, the town had a total area of 14.7 square
miles (38.1 km2) in 1990. Town records, dated 2006, indicate that the Town service area is
20.1 square miles, equating to an incorporated area growth rate of 2.0 percent.
1.4. MS4 Conveyance System
The Town of Mooresville has a network of open ditches, swaies, pipes, culverts and
stormwater BMP's that is within the incorporated limits. All of the drainage systems begin in
the Town limits. The length of the major system (approximately larger than 36-inch pipes) is
26.6 miles. Based on typical urban drainage system parameters, the length of closed pipes
and culverts is expected to be in the range of 12.0 miles and open channel segments to be in
the range of 14.6 miles.
1.5. Land Use Composition Estimates
According to the North Carolina Department of Environment and Natural Resources
(NCDENR), the Catawba and Pee -Dee River Basinwide Assessment Reports ( 2003, 2004),
land composition in the service area is mostly cataloged into four land use categories. They
are: Forest, Surface Water, Urban, and Agriculture. The average percentages for each
category are:
- Forest - 59%,
- Surface Water- 5%,
- Urban- 4.5%,
- Agriculture — 31.5%.
Research of the land cover databases provided by the Borth Carolina OneMap indicates that
the average land cover percentages within the Town of Mooresville are:
- Forest — 52.1%,
- Surface Water - 0.3%,
- High Intensity Urban — 5.9%,

1.6. Estimate Methodology
The Catawba and Pee -Dee River Basinwide Assessment Reports prepared by NCDENR were
referenced to provide a general estimate of land use distribution. More detailed
computations were performed using the land coverage provided by North Carolina OneMap.
1.7. TMDL Identification
A portion of the Town of Mooresville MS4 discharges into Upper Rocky River, for which a
TMDL was approved in 2002. The remainder of the Town of Mooresville MS4 discharges to
surface waters that drain to Lake Norman in the Catawba River basin. These surface waters
are not subject to a TMDL.

3. EXISTING WATER QUALITY PROGRAMS
3. 1. Local Programs
The following local programs are implemented in the Town of Mooresville.
Water Supply Watershed Protection -- Approximately half of the Town of
Mooresville drains to Lake Norman, a reservoir that serves as a water supply
source in the Catawba Watershed. The Town implements a water supply
protection ordinance for all development within that watershed that meets the
n standards presented by NCDENR. The BMPs are required to be designed in
! compliance with the NCDENR BMP Design Manual and control 85 percent TSS
removal for the 1-inch storm event.
Total Maximum Daily Loads - The other half of the Town of Mooresville drains to
0 the Yadkin Watershed in an area where a TMDL has been implemented for two
of the receiving streams; Dye Branch and Rocky River. The TMDL states that
additional emphasis shall be placed on controlling the pollutant sources

associated with storm water runoff. Therefore, the Town of Mooresville
implements BMP design requirements for developments within these sub -basins.
The BMPs are required to be designed to control the stormwater runoff volume
for the 2-year, 24-hour storm event; stormwater runoff rate for the 1-year and
10-year, 24-hour storm events; and 85 percent TSS removal for the 1-inch storm
event.

The following state programs are implemented in the Town of Mooresville.
Erosion and Sediment Control — The Town of Mooresville relies on the NCDENR
program for erosion and sediment control.
- Local Water Planning Initiative by the Ecological Enhancement Program (formerly
the NC Wetlands Restoration Program). — The Town of Mooresville participates
with the EEP in partnership with other agencies.

(b) Model Practices. For those projects that are not subject to the post -construction
stormwater management provisions of another existing state stormwater
management program, the permittee's Post -construction Stormwater
Management Program must equal or exceed the stormwater management and
water quality protection provided by the following model practices.
(i) The permittee may issue a local stormwater management permit to a
development or redevelopment project as either a low -density project or a high
density project.
(a) A project may be permitted as a low -density project if it meets the following
criteria:
(A) No more than two dwelling units per acre or 24% built -upon area;
(B) Use of vegetated conveyances to the maximum extent practicable;
(C) All built -upon areas are at least 30 feet landward of perennial and
intermittent surface waters; and,
(D) Deed restrictions, protective covenants, other restrictive language, or
other protective measures as required by the locally issued permit and
incorporated by the development to ensure that subsequent
development activities maintain the development (or redevelopment)
consistent with the approved plans.

(E) A project with an overall density at or below the low -density
thresholds, but containing areas with a density greater than the overall
project density, may be considered low density as long as the project
meets or exceeds the post -construction model practices for low -density
projects and locates the higher density in upland areas and away from
surface waters and drainageways to the maximum extent practicable.
(IN) A project not consistent with the requirements for a low density project may be
permitted as a high density project if it meets the following requirements:
(A) High -density projects must use structural stormwater management
systems that will control and treat runoff from the first one -inch of rain.
(B) Runoff volume drawdown time must be a minimum of 48 hours, but not
more than 120 hours;
(C) High -density projects must discharge the storage volume at a rate equal
to or less than the predevelopment discharge rate for the one-year,
24-hour storm.
(D) All structural stormwater treatment systems must be designed to achieve
85% average annual removal of total suspended solids;
(D) For BMPs that require a separation from the seasonal high-water table,
the separation shall be provided by at least 12 inches of naturally
occurring soil above the seasonal high-water table.
(E) Stormwater management measures must comply with the General
Engineering Design Criteria For All Projects requirements listed in 15A
NCAC 2H .1008(c) or a locally approved stormwater management
manual;
(F) All built -upon areas are at least 30 feet landward of perennial and
intermittent surface waters; and
(G) Deed restrictions, protective covenants, other restrictive language, or
other protective measures as required by the locally issued permit and
incorporated by the development to ensure that subsequent
development activities maintain the development (or redevelopment)
consistent with the approved plans.
(c) Watershed Protection Plans. Public bodies may develop and implement comprehensive
watershed protection plans that may be used to meet part, or all, of the requirements for
post -construction stormwater management.
1. A regulated entity may develop its own comprehensive watershed plan, may use the
model ordinance developed by the Commission, may design its own post -construction
practices based on the Division's guidance and engineering standards for best
management practices, or it may incorporate the post -construction model practices to
satisfy, in whole or in part, the requirements for post -construction stormwater
management.

2. For new development and redevelopment projects to be built within the permittee's
planning jurisdiction by entities with eminent domain authority, the permittee shall, to
the maximum extent practicable, coordinate the approval of the post -construction site
runoff control with the Division of Water Quality of DENR.

grassed or graveled areas to prevent point
source discharges of the washwater into the
storm drains or surface waters.
Where cleaning operations cannot be
performed as described above and when
operations are performed in the vicinity of a
storm drainage collection system, the drain is
to be covered with a portable drain cover
during clean activities. Any excess ponded
water shall be removed and properly handled
prior to removing the drain cover.
The point source discharge of vehicle and
equipment wash waters, including tank
cleaning operations, are not authorized by
this permit and must be covered under a
separate NPDES permit or discharged to a
sanitary sewer in accordance with applicable
industrial pretreatment requirements,
