Narrative
1. Population and Estimated Growth Rate
The 2010 population of Harrisburg as determined by the United States Census was
11,526. The estimated population of Harrisburg in 2014 was 14,132. This represents
an estimated growth rate of 8.3% from 2010 to 2014.
2. Jurisdictional Area
Harrisburg's jurisdictional area is 9.0 square miles of municipally incorporated areas
and 2.7 square miles of extra -territorial jurisdiction.
3. Describe Stormwater Conveyance System
Harrisburg's stormwater conveyance system is reflective of development patterns and
controls typical of the Piedmont area. Older parts of the town are drained by swales,
ditches, and roadway culverts and bridges. Since the adoption of the Unified
Development Ordinance residential areas were constructed with roadway and yard
inlets system connected by storm drains out falling directly to non -jurisdictional and
jurisdiction channels. Only non-residential development was required to implement
detention controls up to NPDES Phase 11 requirements. Since then all development
exceeding built -upon area triggers has been required to provide detention and water
quality controls prior to system outfalls. These outfalls discharge stormwater into 7
primary receiving streams.

There are no existing water quality programs in Harrisburg.
9. Identify and describe any partnerships and/or inter -local agreements
The Town receives a portion of its potable water supply from the City of Concord,
which as part of its settlement of an Interbasin Transfer Agreement in 2010 instituted
some additional regulatory and procedural requirements on riparian buffers and
vegetated setbacks. The Town amended its riparian buffers and vegetative setback
rules at the time to be consistent with the terms of the IBT agreement and continues to
enforce those rules.
In addition, the Town is part of the Regional Stormwater Partnership administered by
the Infrastructure, Design, Environment and Sustainability (IDEAS) Center at UNC
Charlotte. The Partnership is underwritten with dues from over 20 communities in the
Metrolina area and serves as a forum for providing public education and outreach
opportunities for its membership. The current agreement and memorandum of
understanding last through June 30, 2018.
10. Describe any state programs
There are no state programs being performed in Harrisburg.
11. Identify any other entity that the regulated public entity relies on to implement or
manage its stormwater program.
• Public Education and Outreach — The Town relies on the Regional Stormwater
Partnership to primarily conduct this minimum measure.
• Construction Site Runoff —The Mooresville Regional office of the North Carolina
Department of Environmental Quality provides erosion control and sedimentation
review and inspection services consistent with the Sedimentation Pollution
Control Act of 1973 and title 15A Chapter 4: Sediment Control of the North
Carolina Administrative Code.

13. Describe the public education and outreach program
The public education and outreach program is primarily conducted through the
Regional Stormwater Partnership. The Partnership is focused on working with Phase I
and Phase II communities, counties, and soil conversation districts that provide
education and outreach activities as part of their stormwater permit. The education
and outreach is conducted through training, engagement, and marketing. Primary
training and engagement includes Stormwater 101 training of local elected officials,
seminars for stormwater practitioners, and monthly technical talks and idea -sharing for
members. Past and proposed marketing activities include broadcast radio advertising
with WFAE, television marketing in the form of 15 and 30 second advertisements,
television marketing with WCNC, and Google pay -per -click and online banner
campaigns. The Town performs select education and outreach locally where needed
outside the Partnership.
14. Describe the public involvement and participation program.
The public involvement and participation program serves to elicit and accept the
public's interest in stormwater programming in the Town. This is done through a
variety of ways including holding public forums on matters of stormwater regulation
and programming, handling citizens' requests through the Town's Customer Service
portal (both online and via telephone), and communicating opportunities for the public
to become more involved in stormwater management and pollution reduction
individually or collectively. The Town relies on their website to promote opportunities
for involvement in the Stormwater Education and Resources section and invite the
public to listen and comment on current initiatives via Town Council hearings.

15. Describe the Illicit Discharge Detection and Elimination Program.
The illicit discharge detection and elimination program is an ongoing and evolving
program in the Town. The Town has adopted and maintains an illicit discharge
ordinance aimed at eliminating illicit connections and discharges and enforcing
penalties and mitigation against violators. Given the Town's size, relative age of
growth, composition of land uses, and public education program, illicit connections are
not as prevalent as illicit discharges which remain an issue. The Town continues to
use development reviews to prevent illicit connections and relies on Town staff
particularly in the field to identify illicit connections. They receive annual training to
identify and evaluate these situations. Citizens represent the front line in identifying
and reporting illegal discharges, which are addressed by enforcement procedures in
the ordinance. All new development requires storm drain inlets to be marked with "No
dumping, drains to creeks and rivers" or similar language. Periodically, the Town will
perform dry weather flow detection at outfalls. All these efforts are tracked and
documented accordingly.
16. Describe the post -construction stormwater program. Describe practices to
inspect and maintain municipally -owned facilities
The Town maintains a technical review committee and process for accepting,
reviewing and approval new development and redevelopment within the Town's
planning jurisdiction. Stormwater post construction review and approval is a primary
part of this process. The review process ensures that proposed developments
address stormwater runoff per the Town's ordinance and design structural BMPs in
accordance with the North Carolina Stormwater BMP Manual. After successful plan
and report documentation of compliance with the Town's ordinance, the site and
structural BMPs are periodically inspected during construction and require an as -built
certification. After receipt of the signed operation and maintenance agreement and
other development approvals, the Town issues certificates of occupancy (or
operation). The structural BMPs are logged into a database for ensuring annual
inspections and maintenance is being performed. The Town requires the same
compliance for municipally -owned structures constructed after the adoption of the
Town's ordinance in 2008. In regards to municipal development only a couple fire
stations have been developed since the ordinance adoption.
17. Describe practices to inspect and maintain structural stormwater control
devices
The Town maintains a database of stormwater BMPs accepted for discharge into the
Town's MS4 or waters of the State. The owners of these BMPs have executed
operation and maintenance agreements that additionally require annual inspections.
The Town collects operation and maintenance agreements from BMP owners and
follows up with those owners exhibiting delinquency in performing and submitting their
annual inspections.

18. Describe practices to reduce polluted stormwater runoff from municipally -owned
streets, roads, and public parking lots, piped and vegetative conveyances,
manholes, cleanouts, drop inlets, and drainage structures.
The Town owns and operates a street sweeper that is run on the municipally -owned
streets. The street sweeper is scheduled to pass over all municipally -owned and
curbed streets once a month. In 2014, over 100,000 pounds of wash water was
properly disposed from the street sweeper. In addition, the Town operates a vacuum
truck used to clean storm drain structures that are requested or observed to need
cleaning by Town staff.
19. Describe any training programs for municipal staff.
The Town provides annual stormwater pollution prevention training to municipal staff
within the Public Works, Engineering, Fire Department, and Parks and Recreation
departments. These departments have staff that visit the field regularly and observed
conditions for potential stormwater contamination or perform operation and
maintenance tasks that have the potential to generate waste that may come in contact
with stormwater. The staff is trained by proprietary videos on stormwater pollution
prevention and other relevant topics. Attendance is recorded and documented as part
of their employee training log.
20. Describe spill response procedures for those at Municipally Owned and/or
Operated Facilities as well as those in the public right-of-way.
The Town maintains spill response procedures for handling spills at the various
municipally -owned facilities where the liquids and materials are stored. These facilities
include the Public Works facility, several fire stations, and maintenance facilities at two
parks.
