1. STORM SEWER SYSTEM INFORMATION
1.1. Population Served : 4485 permanent residents base on 2000 US Census data.
No seasonal population was identified.
1.2. Growth Rate: 1.46% annualized 10-year growth rate based on the 1990 and
2000 US Census data.
1.3. Jurisdictional and MS4 Service Areas: There is no ETJ. The jurisdictional and
service areas are the same, i.e. 5 square miles.
1.4. MS4 Conveyance System: The Town stormwater system is made up of a
network of pipes, open channels, catch basins, and curb and gutter with storm
drain inlets. In general the system is very effective and the Town of Valdese has
few problems with local flooding. Receiving streams are generally healthy. No
receiving streams or other water bodies in the Town limits are listed as impaired.

3. EXISTING WATER QUALITY PROGRAMS
3.1. Local Programs: Public Water Supply Watershed Ordinance
The Town of Valdese is in compliance with North Carolina requirements for its Water
Supply Watershed. The Town Code of Ordinances (Article XIII, sections 130-149)
establishes overlay zones on its zoning map which designate a Public Water Supply
Watershed area. These regulations apply to new development requiring a
Sedimentation/Erosion Control Plan. The ordinance allows cluster development in
all Watershed Areas, requires vegetative buffers as appropriate, establishes High
Density Development standards including a requirement for engineered stormwater
controls, and requires proper maintenance and upkeep of stormwater control
structures. The ordinance also establishes remedies and criminal penalties for
violation of the Article.
3.2. State programs: The Town of Valdese is in compliance with the requirements
of the North Carolina Sediment and Erosion Control Program.

7.1.2 Target audiences
Town of Valdese residents, Town employees, school children, local businesses and
industry will be targeted because these groups have the most impact on stormwater
pollution prevention.
7.1.3 Target Pollutant Sources
The education program will target public litter and dumping, household hazardous
waste, illicit connections, car wash runoff, and septic tank leakage because these are
the major sources of pollution to stormwater runoff in our Town.
7.1.4 Outreach Program
We will implement a public education program to distribute educational materials to the
community and conduct equivalent outreach activities about the impact of stormwater
discharge on water bodies and the steps that the public can take to reduce pollutants in
stormwater runoff. Our efforts may include but are not limited to:
(1) Using stormwater educational material provided by the State, EPA, environmental,
public interest or trade organizations.
(2) Informing individuals and households about the steps they can take to reduce
stormwater pollution, such as ensuring proper septic tank ;maintenance, modifying
landscaping, disconnected impervious area (such as roof downspouts),
Ensuring the proper use and disposal of landscape and garden chemicals including
fertilizer and pesticides, protecting and restoring riparian vegetation, and properly
disposing of motor oil, household hazardous waste, or pet waste.
(3) Inform individuals and groups how to become involved in local stream, lakes, and
rivers restoration activities as well as activities that are coordinated by youth service
and conversation corps and citizen groups.
(4) Tailoring the program, using a mix of locally appropriate! strategies, to target the
specific audience. For example, providing information to garages on the impact of oil
discharge or the explanation to school children that the stowdrain flows to a near by
creek and then into the water they drink.
7.1.5 Decision Process
Each of the five BMPs selected were judged to be an effective and economical tool for
educating the general public and specific groups in the community.
7.1.6 Evaluation
The Town will form a staff committee to review all stormwater program BMPs for
effectiveness. The recommendations of the committee will be included in the annual
report.

7.2.2 Target Audience
The public hearing for the development of the Stormwater Management Program and
the NPDES Phase II application will target all interested and affected members of the
Valdese community.
7.2.3 Participation Program
The public has been involved in the development of the Stormwater Management
Program and the NPDES Phase II application through a public hearing. The public
notice process requires publication of the notice at least 10 days prior to the hearing. A
copy of the Public Notice of Hearing and the Affidavit of Publication have been
included in Appendix A.
7.2.4 Decision Process
We chose the public hearing as the most direct and efficient means of involving all
interested citizens in the process of developing the Stormwater Management Program
and the NPDES Phase II application.
7.2.5 Evaluation
The success of the Public Involvement and Participation BMP will be judged by the
successful completion of the public hearing.

7.3.2 Storm Sewer System Map
A storm sewer system map showing the system's pipes, open channels, catch basins,
curbs and gutters, storm drain inlets and waterways was completed by the Town's
engineering firm (West and Associates) in the fall of 2002. On this paper map we will
mark all of the outfall areas. The location of each outfall will be determined using GPS
locator equipment. Additions and corrections to the map will be made annually.
Copies of the map will be available at Town Hall or at the Public Works Department
for the public to view.

7.3.3 Regulatory Mechanism
We will develop and adopt an ordinance to address illicit connections, illegal
discharges, and right -of -entry to private property for inspection. The ordinance will
detail enforcement procedures and penalties for dumping, spills, and willful illicit
connections.
7.3.4 Enforcement
The property owner will be notified in writing of any illicit connection, discharge,
dumping, or spill and given a reasonable amount of time to correct the problem. If the
problem is not corrected within this time, the Town will repair the problem and bill the
property owner for costs. A system of penalties or fees may be established for repeat
or willful violations.
7.3.5 Detection and Elimination
Illicit discharges will be detected using dry weather screening. Beginning at the outfall
points, the inspector will observe any dry weather (no rain for 72 hours) flow in the
stormwater system. Any such flow will be regarded as a possible illicit discharge. The
inspector will attempt to locate the origin of the discharge by tracking upstream in the
stormwater system and observing any unusual color, appearance, or odor. If
necessary, right -of -entry to private property will be employed to trace the discharge to
its source. Employees of the Fire Department and other Town employees will be
alerted to look for illicit connections as part of their normal inspection duties.
Priority areas will be determined based on the initial results of dry weather screening.
Particular attention will be paid to the older downtown areas of Valdese which may
have a greater problem.
The BMPs for Illicit Discharge Detection and Elimination will be evaluated by a
committee of Town staff. The recommendations of the committee will be included in
the annual report.
7.3.6 Non-Stormwater Discharges
None of the listed non-stormwater discharges are currently considered to be
significant contributors of pollutants to the MS4.
7.3.7 Occasional incidental non-stormwater discharges
Charity car washes will not be treated as illicit discharges. These car washes must be
registered with the Town prior to their occurrence. The Town will provide information
to the participants to minimize the contribution of the charity car washes to stormwater
pollution. The Town will limit the total number of charity car washes which may occur
per year.
7.3.8 Outreach
Town employees will be informed of the hazards associated with illegal discharges
and improper disposal of waste as part of their general training requirements which

are included in the Pollution Prevention/Good Housekeeping.minimum measure in this
report. This will include training in hazardous material handling and disposal.
The public and businesses will be educated through the BMPs listed in the Public
Education minimum measure in this report. These educational BMPs will include
brochures, mailings, posters, and booths at festivals and parades.
7.3.9 Decision Process
After considering a number of alternatives, Valdese has chosen what appears to be a
the most reasonable and cost effective mechanism for detecting and eliminating illicit
discharges. The Town plans to use its existing MS4 system map and locate outfalls
by means of inexpensive GPS devices. Town employees will be trained to look for
illicit discharges as part of their regular work routine, paying particular attention to
priority areas during periods of dry weather. In the case of failed septic systems, the
Town will coordinate with the County Health Department.
7.3.10 Evaluation
The Town will form a staff committee to review all stormwater program BMPs for
effectiveness. The recommendations of the committee will be included in the annual
report.
7.4 Construction Site Stormwater Runoff Control
The Town of Valdese will rely on the State Erosion and Sediment Control Program and
the Division of Water Quality's general stormwater permit program for construction
activities to meet the construction site stormwater runoff control requirement.
7.5 Post -Construction Storm Water Management in New. Development and
Redevelopment
7.5.1 Stormwater Management Options
The Town of Valdese will adopt, within 12 months of the issuance of our Phase II
Stormwater Permit, an ordinance addressing post -construction runoff from new
development or re -development projects that disturb one acre or more (including
projects that disturb less than one acre that are part of a larger common plan of
development or sale disturbing one acre or more). All such projects shall be required
to apply for locally issued construction permit coverage under one of the following
stormwater management options:
7.5.1.1 Low Density Projects. Projects shall be permitted as low density if the project meets the
following:

I. No more than 2 dwelling units per acre or 24 percent built -upon area BUA for all
residential and non-residential development;
II. Stormwater runoff from the development shall be transported from the development by
vegetated conveyances to the maximum extent practicable:
III. All BUA shall be at a minimum of 30 feet landward of all perennial and intermittent
surface waters. For the purpose of this Rule, a surface water shall be present if the
feature is approximately shown on either the most recent version of the soil survey map
prepared by the Natural Resources Conservation Service of the United States Department
of Agriculture or the most recent version of the 1:24,000 scale (7.5 minute) quadrangle
topographic maps prepared by the United States Geologic Survey (USGS). An exception to
this requirement may be allowed when surface waters are not present in accordance with
the provisions of 15A NCAC 2B .0233 (3)(a); and
IV. The permit shall require recorded deed restrictions and protective covenants to ensure
that development activities maintain the development consistent with the approved project
plans.
7.5.1.2 High Density Projects. Projects exceeding the low density threshold (established above in
low density section) shall implement stormwater control measures that:
I. Control and treat the difference in stormwater runoff volume leaving the project site
between the pre and post development conditions for the 1 year 24 hour storm. Runoff
volume drawdown time shall be a minimum of 24 hours, but not more than 120 hours;
II. All structural stormwater treatment systems used to meet the requirements of the
program shall be designed to have an 85% average annual removal for Total Suspended
Solids;
III. General Engineering Design Criteria for all projects shall be in accordance with 15A NCAC
2H .1008(c);
IV. All BUA shall be at a minimum of 30 feet landward of all perennial and intermittent surface
waters. For the purpose of this Rule, a surface water shall be present if the feature is

7.5.2 Operation and Maintenance
The Valdese program for control of post -construction runoff from new development and re-
development will include an operation and maintenance component that ensures the
adequate long-term operation of the structural BMPs required by the program. The owner
of the permitted structural BMP will be required to submit annually to the Town, on a form
provided by the Town, a maintenance inspection report on each structural BMP. The
inspection must be performed by a qualified professional as defined by the Town in its
ordinance. Any BMP which fails to meet minimum standards of operation and safety will
be repaired at the expense of the owner.
7.5.3 Fecal Coliform

The Town will develop and implement an oversight program to ensure proper operation
and maintenance of on -site wastewater treatment system for domestic wastewater as
described in section 7.3.1, BMP 4. This program will be coordinated with the Burke

7.6 Pollution Prevention/Good Housekeeping for Municipal Operations
The Town of Valdese will develop and implement an operation and maintenance program
that includes a training component and has the ultimate goal of preventing or reducing
pollutant runoff from municipal operations.
Using training materials that are available from EPA, the State of North Carolina, and other
organizations, our program will include employee training to prevent and reduce storm
water pollution from activities such as park and open space maintenance, fleet and
building maintenance, new construction and land disturbances, and storm water system
maintenance.

The Town's wastewater treatment plant and the vehicle maintenance facility require
NPDES permits for discharges of stormwater associated with industrial activity. These
permit applications are currently pending with the DWQ.
7.6.3 Training
Training materials will be developed on pollution prevention for public facilities based on
the materials used in the public outreach program. All employees�will be educated on the
need for controls to protect stormwater from exposure to potential pollutants. This training
will also serve as the training requirement for public employees as specified in the
outreach component of the Illicit Discharge Minimum Measure.
All public employees involved in vehicle, open space, or building maintenance operations
will be provided training in BMPs, processes, and materials with which they work, safety
hazards, practices for preventing discharges, and procedures for responding quickly and
properly to toxic and hazardous material incidents.
All public employees involved in stormwater drainage maintenance will be specifically
trained in the disposal of floatables, grit, sediment, and other pollutants removed from the
system. Additional training or certification will be provided to employees that manage or
apply chemicals for control of dust, pests, vermin or weeds or are used to fertilize Town -
maintained plantings. Training will target the safe and effective application, storage and
disposal of the chemicals used.
7.6.4 Maintenance and Inspections
A preventive maintenance program for operations will be developed by the end of year 3
that will include vehicles, equipment, and material storage areas in the maintenance yard.
Inspections will ensure all equipment and materials storage containers are in good
condition. Any problems or issues that may have an impact on stormwater quality will be
noted and corrective action taken. Vehicle washing and fueling operations will be
inspected annually to ensure that they are in good working order and that they minimize
exposure of stormwater to chemicals, fuels, and other pollutants. Schedules and
procedures will be established for the inspections and an organized record -keeping
system will be implemented to schedule and document inspections.
7.6.5 Vehicular Operations
An inspection program for vehicles and equipment and materials storage will be employed
to determine priority for reducing exposure to stormwater. This will include vehicle
maintenance and fueling stations and salt/sand storage areas.
7.6.6 Waste Disposal
Sediment, floatables, and other debris removed from the MS4 and municipal operations
are collected by a contract carrier and disposed of in a licensed landfill.
7.6.7 Flood Management Projects
There are no current flood management projects in Valdese. Any new projects will
consider water quality as an integral aspect of flood control.

7.6.8 Decision Process
Valdese has operated its maintenance and inspection program on an "as -needed" basis in
the past. The current plan puts the Town in a more proactive stance regarding prevention
of stormwater pollution in municipal operations. Regular inspections should improve the
overall quality of the MS4 maintenance and vehicle operations. Clearly, training of
employees is an important component to improving our stormwater pollution prevention
efforts.
7.6.9 Evaluation
The Town will form a staff committee to review all stormwater program BMPs for
effectiveness. The recommendations of the committee will be included in the annual
report.
