Q_ 5043.53 Dear Mr. Thomas: Transcontinental Gas Pipe Lim Corporation (Transco) is proposing to stabilize two creeks in Davidson County where its existing pipeline right-of-way crosses during June of 1996. The stabilization is being proposed m protect Tr w,,s currently exposed bigh pressurt, natural gas pipelines in the creeks from the nahn-A elements and environmental hazards, such as deeds carried downstream during blgh flows wad degradation of the pipeline coating due to exposure to the stm. The proposed creak stabilization will require reeontouring of the stream banks and installation of a reno mattms in the creels at w 1335.50 and a small weir in Brushy Fork to prevent further stream bed erosion. Both designs will not impede the flow of water significantly slows the repo mattress will be f wh with the stream bed and the weir will be at a level that is just over the existing height of.thee< pipelines (currently acfing as a weir). You have our approval to place fill material in 0.10 acres of wetlands or waters for the purpose of stabilizing a stream bank and installing a weir at MP 1335.569 and MP 1339.17, as you described in your application dated 5 April 1996. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification 2671. This certification allows you to use Nationwide Permit Number 26 when it is issued by the Corps of Engineers. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing.
