The Village of Clemmons currently has BMPs to reduce non -point source discharge pollutants to Muddy Creek which include Good Housekeeping Policies, Public Education and Public Participation events, Pollutions Prevention Policies, Post -Construction Stormwater Runoff Program, and Illicit Discharge and Detection Elimination guidelines. Described in the Village of Clemmons Water Quality Recovery flan are the first year goals, which include the identification of the TMDL Water Quality Recovery Plan objectives, the development of a Watershed Map depicting outfalI locations and current land use, and the development of'a schedule to identify and locate all other MS4 major outfalls within the jurisdictional area. Within the Muddy Creek Watershed under the Village ofClemmons jurisdiction, the primary land use is residential in nature. Commercial and light Industrial areas have smaller contributions. Undeveloped areas exist within the Watershed and are targeted for development as shown on the attached Future Land Use Plan. May of Watershed(s) During the past year the Village ofClemmons developed a watershed map detailing the location of known major outfalls in relationship to receiving streams (as defined in the MS4 NPDES permit) within the NPDES MS4 jurisdictional area that have the possibility of discharging the pollutant of concern to the impaired segments as defined by the MS4 permit, its tributaries or to segments and tributaries within the watershed contributing to the impaired segments. The maps are included on pages 3-6 for reference. Schedule to Discover and Locate Other Ma'or Outfalls During the upcoming year, the staffof the stormwater department will inspect the major stream tributaries to discover and locate any additional outfalls discharging pollutants within the Muddy Creek Watershed under the Village's corporate limits. Concurrently the staff will be looking for any evidence of illicit discharge near or around the drainage tributaries. During the inspection any data will be collected by GPS hand location units. Furthermore the tearn will describe any existing measures being implemented to enhance water Quality to the watershed and provide an explanation of how the measures will improve the reduction of the impairment. Assessment of Available Monitorine Data At the end of the second year, the team will analyze any collected data from the targeted outfalls and described the results yielded. The data will be compared to existing long term data to determine how significant of an impact the Village of Clemmons has on the impaired creek. Any trends will be noted as well as the data will be used to establish a baseline for future analysis. Additional Measures Within year 3, the team will develop non-structural and structural BMP strategies to enhance water quality and provide a summary of how the additional measures may improve the removal of pollutants to the impaired stream tributaries. The strategies will be based on factors such as cost/benefit analysis, any identified trends, and MEP standards to -the maximum extent practicable. Implementation Plan Year 4 shall include an assessment of the available data and the effectiveness of the additional measures. In addition, the Village will create an implementation schedule for the identified measures. Appropriate water quality measure will be evaluated for its percent of improvement for reducing the pollutant contribution to Muddy Creek. The results of the analysis and definition will be used to prioritize locally limited funding projects aimed at the greatest reduction of the pollutant for the least amount of expenditure. Program Assessment The assessment for year one yielded the following results. The watershed maps were created to define the limits of the drainage area including; known major tributaries and outfalls. Furthermore the Village identified the purpose and goals of the Water Quality Recovery Plan. Finally, a schedule was determined to discover and locate other unknown major outfalls within the Village's jurisdictional area. February 01, 2013 Page 8 Village of Clemmons Annual Report �, Appendix Monitorin Data and Information Generated At this time no monitoring data exist. Monitorinf Plan If necessary a monitoring plan will be developed by the end of year 3 to measure current levels of turbidity and Total Suspended Solids. The plan shall include sample locations, sampling methods, sample frequency. seasonal considerations, analytical methods, quality control procedures, and record keeping. However in lieu of developing a monitoring plan, the Village ofClemmons may request a waiver from the Division if a program evaluation confirms that current (and proposed) measures are enhancing water quality within the Muddy Creek Watershed. This request will be contingent upon the Village's ability to implement obtainable water quality measures to the maximum extent practical. February 01, 2013 Page 9 Village of Clemmons Annual Report
