It looks like it was in the AEC so I'm assuming it would have taken a permit from DCM regardless if it was wet or not. Based on what I saw on site, it does look like the neighbor's pool has probably made Ms. Olsen's wetlands hold water longer than they probably used to because the water is now trapped/impounded, and that is why she wants to fill it now. (Harbinger) Josh/Billy, Just following up with some additional information I found (yesterday, after I'd e-mailed Josh) in our files that relates to Ms. Olsen's project. It's a CAMA Major Permit application for the community lot in the Cypress Point II neighborhood, which is adjacent to Ms. Olsen's property to the north, and it shows/includes the general conditions of the entire shoreline before the majority of development in the community occurred. In particular, I just wanted to check to see if you had/know of any records of any permits/delineations being issued/done on your end for the lot to the south of Ms. Olsen (208 Waterside Drive), because looking at the Google Earth aerials, it looks like a pool was built sometime between 2013 and 2016 in an area that the 2000 CAMA application suggests could have been wet. At this point, it appears that DWR may be moving towards denial of Ms. Olsen's project, but like I mentioned in the previous e-mail to Josh, I also wanted to get the Corps' general opinion of the project before pressing forward. I included Billy this time just because I figured he might have some additional site history/background, since he'd done the delineation included in the application. From some of the responses I received to my additional information request, if the pool required any permitting, I'd guess that it didn't go through the process(es), as the homeowner's association acknowledges that the pool didn't receive permission from their Board for the pool, but the raising of the grade/fill associated with the pool is a likely reason for why Ms. Olsen is requesting the fill on her lot.
