This application form is for use by public bodies seeking NPDES stormwater permit coverage for Regulated Public
Entities (RPE) pursuant to Title 15A North Carolina Administrative Code 2H .0126. A complete application
package includes this form and three copies of the narrative documentation required in Section X of this form.
This application form, completed in accordance with Instructions for completing NPDES Small M54 Stormwater
Permit Application(SWU-270) and the accompanying narrative documentation, completed in accordance with
Instructions for Preparing the Comprehensive Stormwater Management Program Report (SWU-268) are both

1. Storm Sewer System Ii formation
1.1 Population Served: The permanent population of the Town of Dallas is 3402,
according to the US Census Bureau 2000 report.
1.2 Growth Rate: The population growth rate of the Town of Dallas is about 10%.
According to the US Census Bureau, the population of the Town of Dallas in 1990
was 3100. The population, in 2000 was 3402. This relative change calculates to
around 10%.
1.3 Jurisdictional and MS4 Service Area: The jurisdiction of the Town of Dallas is 1.9
square miles.
1.4 MS4 Conveyance System: The Town of Dallas utilizes pipes and open channels to
control and direct the flow of water during a storm. At the present time, the
conveyance system is in fair condition. Maintenance is performed on the system on
an as needed or complaint generated basis. While there are no dedicated employees
assigned to maintain and repair the system, the Public Works Department of the
Town of Dallas is generally responsible for the repair and maintenance of the system,
and there is a dedicated budget line item to cover such repairs as needed.

3. Existing Water Quality Programs

3.1 Local Programs: Presently, Gaston County provides the stormwater review for all
submitted site plans, and also issues the grading permits. The Town of Dallas Zoning
Code requires that all new development obtain stormwater approval prior to issuance of a
Zoning Permit.
3.2 State Program: The State of North Carolina also provides regulation and oversight for
Sediment and Erosion Control.

6.4 There are no legal agreements between the Town of Dallas or either of the above
parties; however, the Town of Dallas adopted Gaston County's Stormwater Ordinance in
2007, and have relegated the site plan review of storrnwater BMPs to Gaston County for
all new commercial, industrial and subdivision construction.

7. Stormwater Management Program Plan
•
7.1 Public Education and Outreach on Stonnwater Impacts
In 2008, the Town of Dallas became a member of a stormwater partnership with the
Centralina Council of Government and several other area counties and municipalities.
Part of this partnership includes educational and outreach materials and activities
designed for the public as a whole, as well as targeting various specific groups. These
outreach activities focus on the following Target Pollutant Sources:
1. Trash. Trash not only contaminates the water flowing through the MS4, but it also
causes blockages of the MS4, causing overflow and localized flooding. The trash
can also negatively impact the Town's water treatment plant.
2'. Sedimentation.' Sediment not only blocks and limits the effectiveness of the MS4,
but it can also damage streams and creek beds, altering the flow of water.
3. Disposal of Household Chemicals and Automotive Fluids. These products can
severely damage or destroy the ecosystem of creeks and streams, and compromise
the quality of the groundwater, which is where drinking water eventually comes
from.
4. Lawn Care Products. The overuse of lawn care products can have a negative
impact on the flora and fauna associated with creeks and streams, harming the
environment.
Target Audience: As mentioned above, the public education program is designed to
reach as much of the general public as possible.
Outreach Programs: The Town of Dallas will be taking a multi -stage approach to
educating and informing the public about the importance of stormwater and water
quality. Flyers, inserts, ads (both print and media) and other such materials will be
utilized. The stormwater partnership has a dedicated segment on the evening news
weather broadcast on a local television network. This segment touches on a different
topic regarding stormwater each week, and encourages those watching to contact their
local stormwater authorities for further information. The Town of Dallas has also
acquired an "adopt -a -stream" sign, and plans to implement that program as soon as
feasible. Informal conversations with residents are also planned, as town employees.

of building and placing effective BMPs.
Evaluation: Evaluating the efficacy of the outreach program will not necessarily be
measured by the number of brochures or flyers handed out. Effective outreach.
consists of not just disseminating information', but also of how well the information is
utilized. An outreach program can be considered effective only if it results in positive
modification of behavior and beliefs.

7.3 Illicit Discharge Detection and Elimination
In 2009, the Town of Dallas completed its mapping of the storm sewer system. The
mapping project was done by Johnny Denton, of Diamond Engineering. Mr. Denton used
GPS, satellite imagery and personal inspection of the storm drain system to complete the
project. The project was paid for through a CWMTF mini -grant. The map database will
be maintained by Mr. Denton, with new information being added as needed. This snap
will be used in part to detect illicit discharges into the storm drain system.
In 2007, the Town of Dallas adopted- Gaston County's Stormwater Ordinance, and will
use this ordinance as the enforcement mechanism for illicit discharges.
As part of its Detection and Elimination program, the Town of Dallas will place a priority
on areas that have visible sewer lines, areas that are prone to runoff overflow during
larger rain events and areas that have been identified as problems in the past. Sources'of
illicit discharge shall be traced through visual and on -site inspection. Once detected, the
source of the illicit discharge will be notified, and proper procedures followed for its
removal. Owners or initiators of illicit discharges will be held accountable and
appropriate enforcement measures taken. The effectiveness of this program can be
evaluated through the number of discharges detected, and the number of cases cleared.
In order to maximize the effectiveness of the illicit discharge detection program, part of
the educational outreach will deal with the topic of what illicit discharges are, how to spot
them and who to report these discharges to. The Town of Dallas will train its employees
in the detection of illicit discharges. This training will consist of classes and brochures
designed to train the employee in effectively recognizing illicit discharges. This program
will be evaluated by the number of cases and reports filed by employees each year.
7.4 Construction Site Stormwater Runoff Control
The Town of Dallas relies upon the State Erosion and Sediment Control Program through
the DWQ for such controls. The Town of Dallas does not have staff of its own to conduct
such activities.
7.5 Post Construction Storm Water Management in New Development and
Redevelopment
The Town of Dallas, through its agreement with the Gaston County Natural Resources
Department, relies upon that department for Post Construction BMP inspection and
regulation. The Town of Dallas does not have adequately trained staff to implement such
a program itself.

7.2 Public Involvement and Participation
The public involvement and participation program for the Town of Dallas will consist of
holding a public hearing to allow the public to attend and comment on stormwater issues.
An educated public is an important tool in maintaining an effective MS4. Taking
comments, allowing people to express their concerns and questions will better enable the
Town of Dallas to meet the future needs of the MS4, and better protect the water quality
of the town. The Town of Dallas is also going to implement an Adopt -a -Stream program,
allowing community groups or other volunteers the chance to actively participate in
maintaining the MS4. Gaston County, as part of its outreach program, makes
presentations to area schools, educating children on the importance of stormwater runoff.
The Town of Dallas has recently received a number of storm drain markers, and a local
Boy Scout has volunteered to take on the emplacement of these markers as his Eagle
Scout project. As part of that project, he must present a program to other scouts detailing
the project and its importance to the community.
Again, the evaluation of this portion of the plan will be to measure the effect on behavior
and belief in the community.

7.6 Pollution Prevention/Good Housekeeping for Municipal Operations
1. Is your community a certified Environmental Management System community.
No, the Town of Dallas is not a certified Environmental Management System
community.
2. What are you currently doing that could be considered as BMP strategies under
the permit? The Town of Dallas requires that builders place curb and guttering in all
new projects to help with stormwater flow, and submit stormwater run-off plans.
3. Municipal Operations that will be impacted by this measure
The Town of Dallas does not have any operations that require a separate Industrial
NPDES permit.
4. Drainage system maintenance
The Town of Dallas will dispose of floatable such as leaves, trash, limbs and other items
as the Town cleans the streets. Floatables that may be considered hazardous will be
disposed of by following the same hazard materials handling guidelines as the Dallas Fire
Dept.
5. Describe your procedures for maintenance of the drainage system including
inspection of the system.
The town's plan will include inspection and maintenance of areas where deterioration or
failure is determined to occur. Regular inspection of the system will provide the basis for
this determination. The inspections will not only target illicit discharges, but will also
review system performance. All inspectors will receive training.
6. Describe controls for reducing pollutants from parking lots, storage yards, waste
transfer stations, outdoor storage areas at vehicle maintenance shops, salt storage
and snow disposal areas. if you do not have a plan, how will you address this in your
permit?
The Town of Dallas currently stores all vehicles under a roofed structure. It does not store
salt, nor does it have a snow disposal area. To reduce pollutants from the parking lot, no
vehicle maintenance will be performed in the parking lot.
7. Describe your procedures for the proper disposal of waste removed from your
drainage system.
Non -hazards will be disposed of at the local landfill. Hazardous waste will be disposed of
following the Dallas Fire Department procedures:

9. Describe how you developed your pollution prevention plan for this permit. What
important factors were considered?
The Town of Dallas' pollution prevention plan was developed by considering various -
factors such as the cost, potential spill areas and the impact a spill would have on these
areas, and the appropriate steps needed to control or prevent pollution.
10. What are your measurable goals and how will you evaluate them?
The measurable goals will include identifying areas which are owned by the Town of
Dallas and either currently discharge stormwater or have the potential to discharge
stormwater. Education and training will be provided to employees on this detection and
identification. Employees whose jobs include stormwater maintenance will also receive
further training to ensure that the system can be properly maintained, and that questions
from the public can be satisfactorily answered.
