This email is in follow-up to our site meeting on 8/22/19 to review the proposed impacts. During the site meeting, you
requested the additional information regarding how the hydrology would be maintained for the remaining portions of
Stream 4 (downstream of Impact 11), Wetland K (below the amenity site) and the remaining portion of the finger of
Wetland D (downstream of Impact #6). Below are our responses:
• Stream 4 (downstream of Impact 11) — The stormwater management system for the baseball fields have been
designed to outfall beside of the retaining wall on the south side of the road crossing. Natural topography will
direct the sheet flow from the outfall into the remaining portion of Stream 4. Additionally, Stream 4 is an
intermittent stream which receives groundwater discharge. Therefore, between the combination of the
stormwater outfall and groundwater discharge, the hydrology of the upper segment of Stream 4 will be
maintained in the post -development condition.
• Wetland K (below amenity site) — the stormwater management system has been designed with an outfall
though the retaining wall around the upper edge of Wetland K. By discharging stormwater drainage directly into
Wetland K, the hydrology will be maintained.
• Wetland D (downstream of Impact #6) — the area to the north of the finger of Wetland D will be graded to direct
sheet flow runoff into Wetland D below Impact #6, which will maintain the hydrology of this portion of Wetland
D.
I have provided a full size (24x36) Overall Grading Plan with these specific areas marked and specific notes provided for
each.
Please let me know if you have any questions or require any additional information to complete your review and
issuance of the 401 WQC.

I am currently in the process of reviewing the above referenced project. Can you please provide more details for the
following impacts:
1. Avoidance & Minimization for Wetland & Stream Impacts - Please provide more details regarding avoidance and
minimization of wetland impacts #1, 2, 6, & 13 and stream impact #14 for this project. [15A NCAC 02H .0506(f)
and (g)]. This Office believes that the wetland and stream impacts (labeled on the plans as wetland impacts #1,
2, 6, & 13 and stream impact #14) can be moved or reconfigured to avoid the impacts. Please revise the plans
to avoid the impacts or provide a detailed explanation of why this plan for the activity cannot be practically
accomplished, reduced or reconfigured to avoid impacts to these impacts.
2. Stream Impact (Impact area #14 for 173 linear feet). Please provide more details describing exactly what type of
excavation will be carried out for the stream impact -will it be filled in with gravel/fill material etc. What
measures will be taken to prevent a sink hole in the future which can cause in -stream sediment.
3. In addition to your written response, DWR deems that a site visit is warranted, please contact Stephanie Goss at
919-791-4256 or stephanie.goss@ncdenr.gov to set up a site visit [Title 15A NCAC 02B .0267 (11)]
