Dear Mr. Reed,
This correspondence is a follow-up to our conversation today concerning the above facility and your certified
letter to them dated August 1, 2019. Boone Concrete Supply, LLC has asked that I answer your letter and also
do the necessary follow-up.
This response is late due to several things which are ongoing at Boone Concrete. The facility is in the process
of being sold and the office and management structure has changed. The secretary who had been at the facility
for 30 years retired recently and the new secretary did not know what to do with your correspondence. I got a
call and a copy of the letter late last week as we discussed in our phone conversation.
Boone Concrete has had a general permit for several years and I may have prepared a Stormwater Pollution
Prevention Plan (SWPPP) for the facility but have not been able to locate it. Due to the changes at the facility
the copy there has not been found either. Either the old SWPPP will be updated or a new one will be prepared
for the facility.
Qualitative and Analytical monitoring have not been performed due to break downs in communications and will
be started as soon as plant personnel can be trained. I have not personally observed the bulk storage there
but will assist them in getting the facility into compliance with the General Permit.
Boone Concrete has had nor will ever have the intent to be non -compliant with the General Permit and its
requirements. I will work with them to bring the facility into compliance in a timely manner.
