Dear Sir or Madam:
On April 15, 2009, the Division of Water Quality (DWQ) received your application dated April 6, 2009,
and Public Notice issued by the USACE on May 15, 2009, and received by the DWQ on May 15, 2009,
and additional information received from you on August 7, 2009, to fill or otherwise impact 18.04 acres
of 404/wetland (7.73 acres riparian wetland and 10.31 acres non-riparian wetland), and 685 linear feet of
perennial stream, 44,496 square feet of Zone 1 Neuse River basin protected riparian buffers and 28,474
square feet of Zone 2 Neuse River basin protected riparian buffers to construct the proposed airport
extended runway safety area at the site. The DWQ has determined that your application was incomplete
and/or provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected wetlands and/or streams on the
subject property. Therefore, unless we receive five copies of the additional information requested below,
we will place this project on hold as incomplete until we receive this additional information. If we do not
receive the requested information, your project will be formally returned as incomplete. Please provide
the following information so that we may continue to review your project.
Additional Information Requested:
1. Please provide completed BMP Supplement Forms for the proposed bioretention area and the
proposed dry detention basin. Please include the Required Items Checklist and all required items
that were not included in the submittal received by the DWQ on August 7, 2009. Failure to
provide this information in the next submittal will result in a return of application.
2. Response to Comment No. 2 in the Addendum No. 1, indicates that the triple barrel box culvert
will be on a slope of 1.87 percent with the existing stream at a slope of 2.5 percent. No inlet or
outlet protection is proposed for the box culvert. Slopes of this magnitude could lead to stream
bed scouring and erosion without inlet and outlet protection. This is especially true for the
proposed culvert which has a flatter slope than the existing stream bed. Without inlet and outlet
protection, a head cut could result, leading to stream bed and bank instability. Please provide
plans for the inlet and outlet protection on the proposed culvert with commitments from EEP for
any additional mitigation required due to additional impacts.
