Edward Murrelle 412 Front Street Beaufort, NC 28516 Dear Mr. Murrelle: You have our approval to construct a bridge over 9,000 square feet of wetlands or waters at your lot off of Dancer-court, Deerfield Shores Subdivision, as you described in your application dated 30 July 1996. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3025. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. PROJECT SUMMARY: The applicant proposes to bridge an area of Coastal Wetlands to gain access to and build a house on high ground property. R FIELD INVESTIGATION REPORT: EDWARD L. MURRELLE/CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is an approx. 3/4 acre lot located adjacent to Dancer Court in the Deerfield Shores subdivision, north of the Town of Beaufort, Carteret County. The lot borders the Newport River and is separated into two distinct high ground tracts by a f 90' wide border of Coastal Wetlands (vegetated primarily by spartina alterniflora and spartina patens). The upland property consists primarily of a grassed lawn with elevations up to +5'. A septic tank has been installed in the area adjacent to Dancer Court. The waters of the Newport River are classified as SA and are open to the harvesting of shellfish. The applicant proposes to construct a f 90' long by 10' wide wooden timber bridge over the Coastal Wetlands in order to get access to the high ground property adjacent to the Newport River. A single family residence with approximately 3,000 sq. ft. of impervious area would be constructed on this site. A pump tank would be installed near the house to collect the waste water and the effluent would be pumped through a force main suspended on the bridge to the existing septic system. Water lines and other utility lines would also be suspended from the bridge. A 10' wide rock driveway would lead off Dancer Court to the beginning of the bridge and continue on the other s * d r exiting the bridge. Total impervious area would be approximately 5,145 sq. i proximately 23 % of the total lot area within the Estuarine Shoreline AEC. 10. ANTICIPATED IMPACTS: The proposed bridge would be constructed 2.5' above the marsh floor and would shade approximately 9,000 sq. ft. of Coastal Wetlands. The bridge would begin and end on high ground at a vertical abutment placed 4' landward of the Coastal Wetlands. There would be limited impacts to the wetlands during pile driving and some negative impacts may be caused by the shading effects of the bridge over the wetland plants. The bridge would not be located over any navigable waters. The project (house and driveway construction) would result in approximately 23% impervious coverage within the Estuarine Shoreline AEC.
