PROJECT DESCRIPTION: The applicant proposes to extend water and sewer services to the
Mitchell Village Subdivision.
The project has been reviewed to determine impacts to water quality. The following
comments have been provided.
Please note that the sewer extension permit issued to the Town of Morehead City for the
Mitchell Village Subdivision only allowed for the connection of 225 homes, 1 restaurant and 1
bank, for a total of 88,450 gallons/day of permitted flow.

8. PROJECT SUMMARY: The Town of Morehead City plans to expand water and sewer services to
the Mitchell Village area, which has recently been annexed into the Town.

9. NARRATIVE DESCRIPTION: The Town of Morehead City is proposing to extend
± 18,000 linear feet of water and sewer lines to service the Mitchell Village area
which has recently been annexed into the Town. Approximately 550 homes would be
connected to the new sewer and water system which are presently being served by
individual wells and septic tanks. A portion of the new lines (± 1100') will be within
the Estuarine Shoreline Area of Environmental Concern which exists along a tributary
of Pelliter Creek. This tributary crosses Mansfield Parkway (via 3, 36" concrete
pipes) and then travels westerly paralleling Bogue Avenue until it dissipates. The
creek is approx. 15' wide at its widest location and is bordered by coastal wetlands and
wooded wetlands. In some of the areas, the street pavement is very close to the edge
of either wetlands or surfaces waters. The sewer lines and lift stations will be on the
side of the street closest to the Creek, while the water line will be on the opposite side.
The lines would cross several ditches and rock riprap would be placed around the
sewer lines in those areas. Silt fence and or excelsior matting is being proposed to
stabilize all disturbed areas at the project site. Waters at the project site have been
classified as 'SB' and are closed to the harvesting of shellfish.
10. ANTICIPATED IMPACTS: This project would involve the placement of ± It 000'
of 10" sewer and 6" water lines within existing street right of ways. The project will
not cause any direct impact to any coastal wetlands or areas below the mean high water
line of Pelliter Creek. The project will involve the disturbance of ± 16 acres of land
area during the installation process. Extreme caution and proper sedimentation and
erosion control techniques will need to be utilized throughout the project to prevent
impacts from occurring to estuarine resources. Approximately 0.5 acres of land
disturbance would occur within the 75' Estuarine Shoreline AEC.

5. ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat ('including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1R" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
y adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site of location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

and restrictions contained in the permit.
