This letter is in response to the above Notice of Violation received on August 9, 2019. During June, the BOD results were: 6/5=23.8, 6/12=11.2, 6/20=13.0 and 6/26=14.7. In July, the results were 7/1=2.63, 7/10=2.08, 7/17=13.8, 7/24=35.1 and 7/31=8.36. See the attached e-mail and trend chart. As far as the frequency violation for temperature, a recording error was made on the May DMR due to the holiday on May 27. A corrected May DMR will be submitted. Consulting will continue with Withers & Ravenel and Shield Engineering Inc. An engineering study is being conducted by Withers & Ravenel. They are waiting on an environmental review for completion of the study. As you can see, the Town is still working diligently to investigate and solve the BOD issue. Hopefully, knowledge from the engineering study will help. This pains me to no end to have to report yet another high BOD result but I think maybe we can blame it on the rain this time. Since the last email I sent ya on 6/5/19 we have had excellent BOD numbers but our 7/24 results was a 35.1 mg/l. The only thing I can put focus on is we had rain on the day before sampling day and the day of. The day before had 1" of rain then the day of sampling had another 1" with .184 and .201 gls of flow on 7/22 and 7/23. I would not consider these to be extreme flow rates and visually the plant didn't show any indication of a high flow event. The sample that was sent was clean and clear and all other sample results both influent and effluent were normal. I had our lab run a COD of this weeks sample which came back 39.0 mg/l so looks like the BODs will be back down to normal which makes it appear that it was an isolated event. I'm just very hopeful that our previous issue is not returning and I have not seen any indication that my plant is showing a down turn. Have monitored our bug populations and our new PH/ORP probes and have not seen any extreme swings that would cause concern. Thank you for your time and I will keep you informed going forward.
