9. NARRATIVE DESCRIPTION: The applicant operates the NC Maritime Museum
which is located in the Town of Beaufort. The Museum is located on the north side of
Front Street while the Watercraft Center and an adjacent office building (also owned
by the Museum) are located on the opposite (south) side of the street. The Watercraft
Center was issued a variance from the Coastal Resources Commission (CRC) in 1989
to build a portion of the watercraft center over the waters of Taylors Creek and to
avoid the 30 % impervious rule which is imposed on development located within the
Estuarine Shoreline Area of Environmental Concern (AEC). The permit also included
the construction of finger piers and mooring pilings to accommodate up to 3 boats.
The 3 story building directly adjacent and to the west of the Watercraft Center was
recently purchased by a non-profit organization and given to the Museum. The
previous landowner had rented the building for retail shops and living quarters were
established on the upper level. A large, two story deck was constructed over the
waters of Taylors Creek and a series of finger piers and mooring pilings provide
mooring areas for 4 boats. The previous land owner also received a variance from the
CRC in :t 1980 to the 30% impervious rule and for building a component of the two
story deck structure. After the Museum received ownership of the building, it has
been converted into office and classroom space. Taylors Creek has been classified as
SC waters and is closed to the harvesting of shellfish. Water depths within the existing
boat slips range from -1 to -16' mean low water (MLW) deep. A federally authorized
turning basin is in close proximity to the project site and the project is located within
the Beaufort Historic District, which is listed in the National Register of Historic
Places.
The Museum is requesting a permit to extend a portion of their existing docking
facilities further out into Taylors Creek in front of the Watercraft Center and to
excavate a portion of the existing boat basin area within the confines of the existing
slips. Plans submitted with the application shows the extension of three of the slips up
to a distance of :t 33' waterward of their present location. Two 8' wide floating
docks will be placed/extended to facilitate the mooring of Museum boats in two slips.
Another slip will be enlarged by the addition of a mooring piling. The proposed
extensions will be in line with the western property owners pier (K waak: CAMA
Permit # 76-88) and a docking facility approx. 80' to the east of the applicant's
property (Geer Oil: CAMA Permit #102-89). The floating docks and mooring pilings
will however be beyond the docking facility of the adjacent property owner to the east.
The applicant is also requesting permission to conduct excavation activities within the
confines of the existing boat slips. They indicate the area has filled in largely due to
the sediment buildup created when the pilings for the Watercraft Center were driven.
The area to be excavated measures :t 125' long x 20 to 40' wide and is proposed to be
excavated to a depth of -5' MLW deep. The excavation is proposed to be
accomplished by the use of equipment mounted of a barge with the spoils being placed
upon the barge and off loaded at a different site.
10. ANTICIPA TED IMPACTS: The project as proposed will result in the
reconfiguration and extension of three boat slips into Taylors Creek. An additional :f:
1700 ft.2 of public trust areas will be occupied by the floating docks and/or associated
mooring areas. The dock/mooring piling(s) extensions will be in line with the adjacent
pier head line established west of this property. In order for the adjacent property
owner on the east to gain access to his existing docking facilities, the applicant is
proposing to maintain a :f: 25' wide fairway from the joint property line to any new
piling placement. There should be no additional boats permanently moored at this
facility but it can be expected that there will be some temporary increase in number
during Museum sponsored events like the Traditional Wooden Boat Show. The
proposed excavation will result in :f: 3,350 ft.2 of shallow water bottom area being
deepened with the :f: 250 yds.3 of sand and mud material being removed by equipment
mounted on a barge with the material being disposed off site. Some increases in
turbidity can be expected during pile driving and excavation. These impacts should be
short term and minor in nature given the strong tidal currents of Taylors Creek.

Watercraft Center Dock Extensions
Narrative to Accompany Permit Application
The North Carolina Maritime Museum wishes to modify the docks and pilings behind
its Harborside and Watercraft Center buildings, in order to maximize usable boat slip space.
We propose to move an existing floating dock, add three 6' X 16' floating docks, add three
pilings to secure these docks, and relocate three other pilings for more efficient use of
mooring space. We are also requesting permission to perform future maintenance dredging in
all of our boat slips.
These changes will extend our docks out toward Taylor's Creek roughly to the same
distance as Mr. Kwaak's floating docks. However, we have concentrated our docks as close to
the center of our property as possible, leaving free access to both adjacent property owners to
their own interior docks.
We plan to use 35' to 50' class "B" 2.5 lb. treated pilings, with the length depending
on recommendations from our marine construction contractor. Each floating dock is based
upon six 2' X 4' X 1.5' sealed modules, rated at 650 lbs. capacity each. The structural framing
is of 2' X 6' and 2' X 8' salt-treated stock. The outer band is of 2' X 8' stock, and is
reinforced with 1/4" X 1.75" X 6" angle irons. The structure is fastened to the flotation
modules using 1/2" X 3" bolts. Decking is 2" X 6" salt-treated stock. One end of each of two
floating docks will be attached to vertical metal bars in order that they may rise and fall with
the tide. The outboard ends will be secured with a metal band wrapping around a piling.
Piling work would be by an outside professional contractor.
Dredging area for slip maintenance are identified as areas "A" and "B" on the overall
view drawing. They identify two areas that silted heavily during construction of the
Watercraft Center, and have continued to fill in. Dredging would be by an outside
professional contractor.

Enclosed is the application of the NC Maritime Museum for Department of
the Army authorization and a State Water Quality Certification to dredge
3,350 square feet of shallow water within an existing basin and relocate and
expand existing docking facilities, on Taylor Creek, at 320 and 322 Front
Street, in Beaufort, Carteret County, North Carolina. Your receipt of this
letter verifies your acceptance of a valid request for certification in
accordance with Section 325.2(b) (ii) of our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section
404 of the Clean Water Act, and we have determined that a water quality
certification is required under the provisions of section 401 of the same law.
A Department of the Army permit will not be granted until the certification
has been obtained or waived.
According to our administrative regulations, 60 days is reasonable for
State action. Therefore, if you have not acted on the request, or asked for an
extension of time, by May 31, 1996, the District Engineer will deem that
waiver has occurred.

I have no objections to the issuance of this permit with the following conditions applying:
1. All excavated materials will be confined above mean high water and landward of
regularly or irregularly flooded marsh behind adequate dikes or other retaining
structures to prevent spill-over of solids into any marsh or surrounding waters.
2. The temporary placement or double-handling of excavated or fill materials within
waters or vegetated wetlands is not authorized.
3. This permit authorizes only the docks, piers, and other structures and uses located in
or over the water that are expressly and specifically set forth in the permit application.
No other structures, whether floating or stationary, may become a permanent part of
this docking facility without permit modification. No non-water dependent uses of
structures may be conducted on, in, or over public trust waters without permit
modification.
NOTE: Permanent reflectors should be attached to the structure in order to make it more
visible during hours of darkness or inclement weather.

9. NARRATIVE DESCRIPTION: The applicant operates the NC Maritime Museum
which is located in the Town of Beaufort. The Museum is located on the north side of
Front Street while the Watercraft Center and an adjacent office building (also owned
by the Museum) are located on the opposite (south) side of the street. The Watercraft
Center was issued a variance from the Coastal Resources Commission (CRC) in 1989
to build a portion of the watercraft center over the waters of Taylors Creek and to
avoid the 30 % impervious rule which is imposed on development located within the
Estuarine Shoreline Area of Environmental Concern (AEC). The permit also included
the construction of finger piers and mooring pilings to accommodate up to 3 boats.
The 3 story building directly adjacent and to the west of the Watercraft Center was
recently purchased by a non-pro tit organization and given to the Museum. The
previous landowner had rented the building for retail shops and living quarters were
established on the upper level. A large, two story deck was constructed over the
waters of Taylors Creek and a series of finger piers and mooring pilings provide
mooring areas for 4 boats. The previous land owner also received a variance from the
CRC in :!: 1980 to the 30% impervious rule and for building a component of the two
story deck structure. After the Museum received ownership of the building, it has
been converted into office and classroom space. Taylors Creek has been classified as
SC waters and is closed to the harvesting of shelltish. Water depths within the existing
boat slips range from -1 to -16' mean low water (ML W) deep. A federally authorized
turning basin is in close proximity to the project site and the project is located within
the Beaufort Historic District, which is listed in the National Register of Historic
Places.
The Museum IS requesting a permit to extend a portion of their eXIstmg docking
facilities further out into Taylors Creek in front of the Watercraft Center and to
excavate a portion of the existing boat basin area within the confines of the existing
slips. Plans submitted with the application shows the extension of three of the slips up
to a distance of :!: 33' waterward of their present location. Two 8' wide floating
docks will be placed/extended to facilitate the mooring of Museum boats in two slips.
Another slip will be enlarged by the addition of a mooring piling. The proposed
extensions will be in line with the western property owners pier (Kwaak: CAMA
Permit # 76-88) and a docking facility approx. 80' to the east of the applicant's
property (Geer Oil: CAMA Permit #102-89). The floating docks and mooring pilings
will however be beyond the docking facility of the adjacent property owner to the east.
The applicant is also requesting permission to conduct excavation activities within the
confines of the existing boat slips. They indicate the area has filled in largely due to
the sediment buildup created when the pilings for the Watercraft Center were driven.
The area to be excavated measures:!: 125' long x 20 to 40' wide and is proposed to be
excavated to a depth of -5' MLW deep. The excavation is proposed to be
accomplished by the use of equipment mounted of a barge with the spoils being placed
upon the barge and off loaded at a different site.
10. ANTICIPA TED IMPACTS: The project as proposed will result in the
reconfiguration and extension of three boat slips into Taylors Creek. An additional :t
1700 ft. 2 of public trust areas will be occupied by the floating docks and/or associated
mooring areas. The dock/mooring piling(s) extensions will be in line with the adjacent
pier head line established west of this property. In order for the adjacent property
owner on the east to gain access to his existing docking facilities, the applicant is
proposing to maintain a :t 25' wide fairway from the joint property line to any new
piling placement. There should be no additional boats permanently moored at this
facility but it can be expected that there will be some temporary increase in number
during Museum sponsored events like the Traditional Wooden Boat Show. The
proposed excavation will result in :t 3,350 ft. 2 of shallow water bottom area being
deepened with the :t 250 yds.3 of sand and mud material being removed by equipment
mounted on a barge with the material being disposed off site. Some increases in
turbidity can be expected during pile driving and excavation. These impacts should be
short term and minor in nature given the strong tidal currents of Taylors Creek.

Watercraft Center Dock Extensions
Narrative to Accompany Pennit Application
The North Carolina Maritime Museum wishes to modify the docks and pilings behind
its Harborside and Watercraft Center buildings, in order to maximize usable boat slip space,
We propose to move an existing floating dock, add three 6' X 16' floating docks, add three
pilings to secure these docks, and relocate three other pilings for more efficient use of
mooring space. We are also requesting pennission to perfonn future maintenance dredging in
all of our boat slips.
These changes will extend our docks out toward Taylor's Creek roughly to the same
distance as Mr. Kwaak's floating docks. However, we have concentrated our docks as close to
the center of our property as possible, leaving free access to both adjacent property owners to
their own interior docks.
We plan to use 35' to 50' class "B" 2.5 lb. treated pilings, with the length depending
on recommendations from our marine construction contractor. Each floating dock is based
upon six 2' X 4' X 1.5' sealed modules, rated at 650 Ibs. capacity each. The structural framing
is of 2' X 6' and 2' X 8' salt-treated stock. The outer band is of 2' X 8' stock, and is
reinforced with 1/4" X 1.75" X 6" angle irons. The structure is fastened to the flotation
modules using 1/2" X 3" bolts. Decking is 2" X 6" salt-treated stock. One end of each of two
floating docks will be attached to vertical metal bars in order that they may rise and fall with
the tide. The outboard ends will be secured with a metal band wrapping around a piling.
Piling work would be by an outside professional contractor.
Dredging area for slip maintenance are identified as areas "A" and "B" on the overall
view drawing. They identify two areas that silted heavily during construction of the
Watercraft Center, and have continued to fill in. Dredging would be by an outside
professional contractor.
