To whom it may concern,
The Town of Mount Pleasant experienced an SSO from our Summer street pump
station on 6-2-2019. This station is a dry pit station with suction lift pumps and air
discharge lines for priming. On this day the air discharge piping failed due to heat from a
pump loosing prime and allowed the wastewater to be discharged out the door of the
station and onto the ground. This continued until the second pump lost its prime causing
the wetwell to rise to the alarm float alerting on call personnel.
Repair equipment and parts were on hand to quickly repair the station and get
both pumps back online and primed. There is no telemetry alert for loss of prime due to
the age of the station (60+ years old). This station may be replaced in the future as part of
a consolidation/gravity main. The spill was quickly contained and a small amount of
debris were removed from the area and lime was applied. If there are any questions

Dear Mr. Eudy:
A review has been conducted of the self -reported Sanitary Sewer Overflows (SSO's) 5-Day Report/s submitted by
Town of Mount Pleasant. The Division's Mooresville Regional Office concludes that the Town of Mount Pleasant
violated Permit Condition I (2) of Permit No. WQCS00125 by failing to effectively manage, maintain, and operate
their collection system so that there is no SSO (Sanitary Sewer Overflow) to the land or surface in,
and the
SSO constituted making an outlet to waters of the State for purposes of G.S. 143-215.1(4)(1), for which a permit
is required by G.S. 143-215.1.
The Mooresville Regional Office is providing the Town of Mount Pleasant an opportunity to provide evidence and
justification as to why the Town of Mount Pleasant should not be assessed a civil penalty for the violation(s) that
