Dear Mr. Basinger:
Aqua North Carolina, Inc. (Aqua) offers the following response to the items outlined in the above -
referenced Compliance Evaluation Inspection Report which was issued for the inspection conducted on
August 1, 2019:
Flow Measurement Effluent Section .
It is requested that a written response be submitted addressing the concerns regarding the location
of the head measuring device for the flow measurement system. The flow meter was last
calibrated/verified by the ORC on February 4, 2019. The V-notch weir was replaced following the
previous inspection, however; the head measuring device location (distance upstream of the V-
notch weir) still appears to be less than three times the maximum expected head on the weir
(Reference: ISCO Open Channel Flow Measurement Handbook). This office requests that a third -
party verification be performed to determine whether or not the head measuring device is in the
proper location.
Agua's Response: The location of the transducer was not changed when it was replaced.
However, Aqua contacted a third party to verify the distance and calibration of the flow meter and
its components. A copy of that calibration report is attached. Prior to Horizon Engineering's visit,
the ORC had relocated the transducer to a location acceptable to the inspector.
