The applicant owns a 165.265 acre tract of land adjacent to Blounts Creek generally across
from Cotton Patch Landing off SR 1110 in Beaufort County, North Carolina. At.thistime the
property is being developed into 27 lots for single family residences.. The lots which vary in size
from 15.1 acres to 1.50 acres will be served by individual septic tanks and individual 'wells. At -
this time the inter roads are being constructed and lots are being sold.
Much of the property consists of wooded bluffs overlooking Blounts Creek, with
intertwining wetland sloughs. The highground wooded areas are vegetated with mixed hardwoods
and pines. The wetland areas are dominated by various species of gums, cypress and myrtles.
The applicant is proposing to develop a 0.772 acre area into a common area for the
residents of the Freshwater Subdivision. The common area will be located between lots no. 12
and no. 13 as shown on the attached plats. The lot will have access off Freshwater Drive and will
consist of a 12' wide gravel access road, parking areas, grass and natural areas. Provided for the
residents at the site will be a boat launching ramp with a loading and unloading pier. The facility
will be constructed in Blounts Creek.
Specifically proposed is a 35' long by 15! wide, concrete boat ramp, which will extend 17'
beyond the NWL. Excavation will be required at the site to achieve proper sloping. This
excavation will occur underneath where the ramp is to, be placed and for a distance of 28.5'
beyond the ramp. The final project depth at this point will be approximately 2.55'. All excavated
materials will be placed on highground. To be located directly to and south of the ramp will be
a 58' long by 5' wide access pier. Attached to the pier will be a 20' long groin. The purpose of
which will be to keep boats from being blown underneath the pier.

The project as proposed should have minimal environmental impact. Some short term
turbidity will exist during project construction.

NARRATIVE:
The Weyerhaeuser Real Estate Company is applying for a permit to construct a pier
and boat ramp in the Freshwater Water Community on Blounts Creek. This community is
approximately 165t acres, which has been subdivided. into 27 residential lots and.. a
commons area.
The proposed boat ramp and pier, in the Freshwater Community, will be located in
the commons area. It will provide private water access to the 27 residential lot community.
The ramp site will be excavated to the appropriate depths, as indicated on Form
DCM-MP2, Excavation and Fill. The excavated material from the ramp site will be placed
in the parking area, shown on the work plat (Document VI).
The ramp will be constructed using concrete and marl. Ramp-construction will take
place in the parking area, as to prevent green concrete from entering the waters of Blount's
Creek. Once complete, the finished ramp will be moved to the location shown on the work
plat (Document VI).
A backhoe, barge, and other floating equipment will be used to construct a wooden
pier. A wooden "groin" starting from the shoreline running 20' out, will assist in preventing
vessels from being blown under the pier during launching and/or retrieval.
