9. PROTECT DESCRIPTION
The project site is located at 57 West 1st Street, on the oceanfront, approximately 1000 feet west of
Ocean Isle Beach Fishing Pier, Ocean Isle Beach, NC, in southeast Brunswick County. The 1.4 acre
tract consists of eight (8) previously platted lots, that have been combined for the proposed project,
yielding a tract 400 feet wide (399.8 ft.) and approximately 150 feet deep, from the first line of stable,
natural beach vegetation to the right-of-way of West 1st Street. The northern two-thirds of the site
basically flat, 11-12 ft. elevation MSL. The northern one-third of the property (ocean side) consists of
a natural dune system, which reaches a height of 22 ft. elevation MSL. Vegetation consists of Sea Oats
Mm
Lola paniculata), Bitter Panecum mecum spp.), Yucca, other dune grasses. Waterward of this
natural dune, there is a smaller, man-made dune that was created and planted with American Beachgrass
(Ammophila Brebiliug_ lata) after Hurricane Hugo in 1989.
The waters of the Atlantic Ocean are classified SB, by the N.C. Division of Environmental
Management. The tract is within the Ocean Erodible and High Hazard Flood areas of the Ocean Hazard
Area of Environmental Concern, as designated by the North Carolina Coastal Resources Commission,
and requires a building setback, from the first line of stable, natural vegetation, of 60 feet for small
structures and 120 feet for large structures (greater than 5,000 sq.ft.). The Long Term Average Annual
Erosion Rate is 2 ft./yr. in this area of Ocean Isle Beach.
The applicant proposes to construct a motel on the site. The motel would consist of seven buildings,
each with ten (10) units. Each building would be two story, constructed above concrete pilings, and .
have an outside dimension of 68 feet long and 43 feet wide. The buildings would be connected by
second story walkways. Required parking would be provided under five of the buildings. The motel
office and other amenities would be constructed beneath the two remaining buildings. A one-way, gravel
driveway would be located adjacent to the south side (ocean side) of the development to provide vehicle
flow around the buildings. The applicant proposes to grade the entire site, up to the base of the
landward side of the frontal and primary dune system, to facilitate construction. A swimming pool,
associated wooden decking, and beach access walkway are planned in the southeast corner of the
property.
10. ANTICIPATED IMPACTS
The proposed development would disturb approximately 1.4 acres of oceanfront property, and create
approximately 40,000 square feet of impervious surface area.

In addition to the completed application form, the

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property,, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an S 1/2' by 11 white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant: (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

numbers, landmarks, and the like.
