Dear Sirs:
You have our approval to place fill material in wetlands or waters for the p of constructing
sewer lines at Town of Shallotte, as you described in your application dated 27 Au t 1996. After
reviewing your application, we have decided that this fill is covered by General Wate Quality Certification
Number 3022. This certification allows you to use Nationwide Permit Number 12 hen it is issued by the
Corps of Engineers.
This approval is only valid for the purpose and design that you described in yo application. If you
change your project, you must notify us and you may be required to send us a new plication. For this
approval to be valid, you must follow the conditions listed in the attached certificati n. In addition, you
should get any other federal, state or local permits before you go ahead with your pr ect.
If you do not accept any of the conditions of this certification, you may ask for

hearing. You must act within 60 days of the date that you receive this letter. To as for a hearing, send a
written petition which conforms to Chapter 150B of the North Carolina General Sta tes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certifi on and its
conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Sectio 401 of the Clean

Dear Mr. Dorney:
Please find enclosed an application for three crossings of sanitary sewer force
mains proposed by the Town of Shallotte as part of their expansion of the
wastewater collection system. The crossings include Mulberry Branch, Shallotte
River and Lookout Branch. Each of these will be done by way of directional drilling
so that no excavation will be required within the wetland area. Therefore, the
impact to the surrounding environment will be minimal. This was done intentionally
to provide a less disruptive construction process than open cutting through the
areas. A location map showing the three locations is attached, as well as, a detail
plan of each of these.
