SUBJECT: Request for modification of State Permit #91-96 (Deep Point Marina)
Bald Head Island Management, Inc. '
The applicant has submitted the enclosed plans for the addition of rip rap extensions to the ends of the
entrance channel bulkheads at the Deep Point Marina project. Wave action is eroding around the ends of
the wing walls and up the back side of the bulkheads. The applicant hopes to stabilize this urgent situation
with the rip rap extensions. I have spoken with Jeff Richter, USACOE, and Joanne Steenhuis, DWQ, and
both have verbally agreed with trying to abate the immediate situation with the CAMA Minor
Modification process. However, our discussion centered on a unanimous concern that this measure may
only be a band-aid, that will likely result additional requests for more rip rap, once the erosion reached
the end of the initial installation.
I recommend a minor modification be issued to authorize the proposed rip rap extensions, but, with a
requirement that the applicant prepare and submit an engineered solution as a contingency plan, should
the rip rap not solve this problem. Further, the applicant should be aware that, if the problem continues,
a last minute request for additional rip rap authorization will not be available.

Bald Head Island Management, Inc. previously submitted a letter of refinement request
for a phasing plan modification and the placement of rip rap along the river edge to stop the
erosion of the marsh on the outside of the entrance jetty system at the Deep Point Marina (Pfiser
Tract). By telephone conversation, you asked that the rip rap be resubmitted as a minor
modification.
By this letter, with drawings and a $50.00 check included, Bald Head Island
Management, Inc. is requesting a minor modification to CAMA permit # 91-96 to place rip rap
on the wing walls as depicted on the drawings. It is my understanding that you will process the
refinement request, with the rip rap portion deleted, as already submitted.

We received your request for modification of the above referenced permit on March 6, 1998. The
modification includes the final layout of the marine maintenance, contractor parking and barge landing
services area; an alternate design for the entrance channel breakwaters to allow water flow to the adjacent
marsh areas; and a request to construct tempcrary contractors ferry and barge landing for use until the
remainder of the marina is completed. We have detennined that these changes can be authorized by a
Letter of Refinement to the existing permit. However, prior to our issuing this refinement, you must
submit authorizations from NCDWQ-Stonnwater Section and NCDLQ stating that revisions to the
applicant's Stonnwater and Sedimentation and Erosion Control pen-nits have been approved.
Once we have received tlus infonnation, we will proceed with the issuance of the Refinement Letter. No
work may be initiated on-site until that time. If you have any questions, please feel free to call me at my

I received a letter from Larry Zucchino dated November 21, 1997 concerning the design for a
break in the bulkhead to help flush the Deep Point Marina. Both Jim Gregson and I have
reviewed the plans for the break to be limited to one section (160 ft.) of the bulkhead along the
southwest alignment in order to maintain the sheltered passage for the barge. We both have no
objections to the project as proposed.

channel bulkhead and jetty at the Deep Point Marina. Our project engineer, Mr. Rod Andrew of.
Andrew & Kuske has recommended that the breaks in the bulkhead system designed to improve
marina channel flushing be limited to one section of bulkhead along the southwest alignment. We
are bringing this matter to your attention for your review and approval.
The original marina channel location -,was realigned at the request of the NCDCM to reduce fringe
marsh impacts. The bulkhead and jetty were designed to provide sheltered passage and dockage
for the barge and ferry boats. We are recommending that a 160 foot section of the southwest
bulkhead alignment be left open-for tidal flushing. The remainder of the bulkhead and jetty system
will be continuous to provide the needed sheltered passage and stable dockage required for the
barge landing.
We feel that this refined design meets the intent of the original request to provide additional tidal
flushing to the channel and basin while providing safe passage for the barge. Drawings
summarizing this refinement are attached for your review.
The construction of the marina is currently underway. We would appreciate your timely review
