SUBJECT: SITE VISIT AND STAFF RECCOMENDATIONS

Dear Mr. Lane:
On March 11, 1998 Deborah Sawyer and Brad Shaver from the North Carolina Division of Water
Quality's (NCDWQ) Washington Regional Office and myself met with you at the aforementioned site.
This visit was to evaluate a stream for planned culvert installation and whether the stream qualified for
coverage under the Neuse Buffer Rules.
As a result of this visit, you have NCDWQ's authorization to place no more than 150' of culvert
in the stream examined. In addition, as was also discussed this stream qualifies for the Neuse Buffer Rules
and therefore requires an undisturbed 50' buffer of forest vegetation. If necessary, from 30'_ to 50' of the
Mean High Water (MHW) of the stream you can maintain a grassed area provided that no fertilizer is
applied in this zone (or in the zone 0' to 30' from MHW).
In addition, you also inquired about the placement of a rock check dam(s) in the above referenced
stream. Deborah Sawyer talked to Harry Bailey of the N.C. Division of Land Resources (Washington
Regional Office) and was informed that they only allow these structures in streams when it is absolutely
necessary for water quality protection. Additionally, the Neuse Buffer Rules will not allow this activity.
Therefore, rock check dams must not be placed in this stream.
As we discussed, placing this stream in the culvert will back up some water and will likely
encourage dense growth of wetland vegetation (which will help trap sediment). Further, placing rock check
dams in streams causes the stream (especially after sediment builds up behind the dam) to "run around" the
dam and to erode the banks-ultimately worsening your downstream sediment problem. If you should have
