Enclosed are 4 additional copies of the PCN for the proposed Atlantic Harbor Breakwater
Replacement. As for what type of approval is being requested, we are just requesting a 401
Water Quality Certification. Because the Corps is doing the work, we won't receive a
Nationwide, General, or Nationwide Permit. If the Corps was not doing the work, we might try
for a Nationwide 3 (maintenance) but strictly speaking, it's probably been too long since the
breakwater was destroyed to be covered by NW 3, so it would be a Sect 404/Sect 10 individual
permit.
