facility.

9. PROJECT DESCRIPTION:
The project site is located 1901 North Lumina Drive, adjacent to Lollipop Bay contiguous with
Banks Channel, in Wrightsville Beach, New Hanover County. To get to the site from Wilmington
take US Hwy 74/76 to Wrightsville Beach. Travel across the drawbridge and bear left along US
Hwy 74. At the stoplight turn left onto North Lumina Drive. The property of interest will be located
on the left, approximately 1.3 miles. The property faces east along Lumina Avenue and the west
property boundary is adjacent to Lollipop Bay which connects to Banks Channel. The property is
adjacent to residential properties on the north and south sides. The current elevation of the
property is approximately 6' above normal low water (NLW). The property is approximately
20,000 sq. ft. in size. There is a single family residential structure under construction on the
property (authorized by CAMA Minor Permit #WB09-19). The highground vegetation on the
property consists mainly of lawn grasses and ornamental plants. There are no coastal wetlands.
The property has approximately 101 linear feet of shoreline that has been stabilized with a
wooden bulkhead. There is an area of coastal wetlands located adjacent to the north portion of
the existing bulkhead. The coastal wetlands extend from the property line e to the approximately
20 feet in length by 10 feet in width. Normal low water is located approximately 35 feet
waterward of the existing bulkhead. Normal high water (NHW) is located along the bulkhead.
The Town of Wrightsville Beach Land Use Plan classifies the upland areas of this project as
Developed. The waters of the project site are classified as #SB by the NC Division of Water
Quality. The NC Division of Marine Fisheries has NOT designated this area of Banks Channel as a
Primary Nursery Area (PNA), and the waters adjacent to the proposed project are Closed to the
harvesting of shellfish.
PROPOSED PROJECT:
The applicant is proposing to construct a four (4) slip docking facility.. The applicant is proposing
to construct a 54 feet long by 6 feet wide access pier with a 16 feet long by 10 feet wide "L"-head
covered platform. An access ramp would lead onto a new floating dock, measuring 25 feet in
length by 6 feet in width, which would run in the same alignment as the pier. The docking
system would turn 900 towards the south with dimensions of 16 feet in length by 5 feet in width.
The docking system would then turn another 900 towards the west with dimensions of 25 feet in
length by 6 feet in width. This would create a "U-shaped" configuration with the open end facing
the west. A single boatlift, measuring approximately 13 feet in length by 13 feet in width and
would be installed along the southern most float of the "U" configuration. The application states
that the new configuration would accommodate up to four (4) vessels.
10. ANTICIPATED IMPACTS
The construction of the new docking facility would incorporate approximately 1,033 sq. ft. of
Estuarine Waters and Public Trust Area. The proposed structure would accommodate up to four
(4) vessels. Minor increases in turbidity should be expected during construction. The proposed
structures would extend approximately 99 feet into a waterbody, which measures approximately
800 feet across, which would conform with the 1/4 width rule. The structures would not exceed
the Town of Wrightsville Beach historical pierhead length and would not encroach into the 15'
riparian corridor setback requirement.

The enclosed CAMA Major Permit application for Mr. George Perkins at 1901
N. Lumina A ve., Wrightsville Beach, N. C. 28480 is to install a private single
family pier on the applicants' property.
The pier includes a coveredgazebo, a 6X25' floating dock in alignment with
the 6' wide walkway, a 5'x16' floating dock, a 6 X25' floating dock to make a
"U"shape and a boatlift. There will be a total of four boat slips The total
length of the fixed structure will be 54'
