SUBJECT: COMPLIANCE EVALUATION INSPECTION
Dear Mr. Cangelosi
On November 19, 1997 Mr. Eric Fleek from the North Carolina Division of Water Quality's
(NCDWQ) Central Office and Mr. Todd St. John from NCDWQ's Mooresville Regional Office conducted
a compliance evaluation inspection at the aforementioned site. This inspection was the result of an
anonymous complaint received by the Mooresville Regional Office.
You arrived onsite during the inspection and met briefly with Todd and I regarding the
construction activities. Subsequently, we returned to your office where you produced a 401 Water Quality
Certification covering the construction activities. As a result of the inspection and after review of the 401
Water Quality Certification, NCDWQ has determined that you are in compliance with the conditions of
your 401.
NCDWQ appreciates your efforts in complying with the conditions of your 401. In addition, as we
discussed briefly the 401 Water Quality Certification rules have changed significantly since the last time
you applied for a 401. Enclosed please find a copy of the new rules and additional wetland-related
information. If you should have any questions regarding this matter or the 401 process please feel free to
