"Albemarle" on pilings with an access pier.

Environmental setting
The applicant, The Historical Society of Washington County, Inc., is proposing the
project which is the subject of this application on a 3.28 acre tract of land which is owned by
the Town of Plymouth. The property is located on East Waters Street adjacent to the Roanoke
River within the Town of Plymouth in Washington County. Located on the property is an
existing civil war museum and railroad display. Parking lots are present and a boardwalk with
docks are located adjacent to the Roanoke River. The majority of the river shoreline has been
riprapped to retard erosion. The majority of the property is vegetated with various lawn grasses,
however, a ±36' wide fringe of wetland vegetation is located near the eastern property line.
The area is vegetated mainly with arex Vp, and red maple.
Project proposal
The Historical Society of Washington County, Inc. is proposing to build a replica of the
civil war ironclad C.S.S. "Albemarle". When completed the ship will be used as a educational
tool in conjunction with the existing museum. Guided tours will be conducted throughout the
ship. To complete the project the following structures will be constructed:
(1) A 90' long by 8' wide walkway landward of the NWL of the Roanoke River on
highground. This walkway will be connected to the east end of the existing Town
of Plymouth pier system.
(2) A 12' by 12' deck which will be constructed on highground at the east end of the
walkway described in No. 1.
(3) A 76' long by 8' wide pier with a 84' long by 8' wide T-shaped platform at the
waterward end. Approximately 36' of this pier will transverse a wetland area an
40' will be beyond the NWL. This T-shaped platform will be used to access the
C.S.S. "Albemarle" described in No. 4.
(4) A replica of the C.S.S. "Albemarle". The structure will be 152' long and 34'
wide. The entire ship will be constructed on pilings (see page 7 of application
form).
Environmental impact
The project as proposed should have a minimal environmental impact. Some short term
turbidity will exist while driving the pilings for the pier and C.S.S. "Albemarle". Some wetland
loss will occur from piling placement within the wetland area.

The Historical Society of Washington County is planning to rebuild one of the most
successful ironclads of the Civil War: The C.S.S. "Albemarle". This confederate ram was a
152' ironclad with a 34' beam. She was built in North Carolina at Scotland Neck by 19 year
old Gilbert Elliot from Elizabeth City.
The "Albemarle" was instrumental in the Civil War Confederate victory at Plymouth, North
Carolina. She made her first military debut here on the night of ;April 19, ;1864, as.part of
General Robert F.1.Hoke's strategy to retake theFederally held town o£Plyrriquth; a Union
garrison and supply depot. Sinking the. Union gunboat "Southfield", she scared the rest of the
Union fleet into the Albemarle Sound. A week later the "Albemarle" entered.the', sound
intending to join;General Hoke's land forces at New Bern to complete the Confederate mission
of freeing northeastern North Carolina of-the*enemy:-=-In,the sound, on May 5 ' 11 §64, she
engaged in battle with five Union ships for several hours doing much damage' Unable to
travel to New Berri because of a damaged smokestack, she returned to Plymoutl} and was
sunk on October' 27; 1864, by William Barker Cushing, USN, in possibly the most daring
commando raid of the war. William -Trotter riri his book, Ironclads and Columbiads, refers to a
quote from the Confederate captain of the !Albemarle'! referring to Cushing's* raid. "Writing
about the incident ?a few years later, Commander Warly said simply; a ^more.I gallant thing
was not done during the war.'.,! ,The'!.Albemarle" remained at Plymouth:untif 1867 when she
was towed to Norfolk, Virginia for salvage +

Rebuilding the C. S. S. Albemarle will serve many purposes. The most obvious is of course
as an educational tool. Visitors will be guided on to the deck of the "Albemarle"; and into her
casemate and pilot house. Inside the ship,':audio and visual displays would serve as tools to
educate the public on North Carolina's most famous ironclad. It would be the ultimate visual
tool in generating interest in our local history. 5
The "Albemarle", would be used in 'conjunction with the-Battle of Plymouth,Living History
Weekend held each April. Re-enactors from both sides would take part in liye action
involving the "Albemarle
The reconstructed "Albemarle" would also serve as a monument to the-most important
page in Plymouth's history, and a tribute to those who gave their lives on both, sides here
during the Civil War.
Further, it would be the only "Ironclad" in the United States. With the resurgence of
interest in the Civil War, this has the potential of having a tremendous impact on revenue from
tourism.
It is a rare opportunity for an economically depressed county to help pull itself up by its
own bootstraps and increase interest and revenue in their town, and one we should not miss!

Dear Tom:
It was a pleasure talking with you last week concerning the
C.S.S. Albemarle. Your ideas concerning a nonfloating
replica of the Albemarle are impressive - and wise. I have
always believed that floating/operating replicas are not
feasible from a financial standpoint - initial construction,
maintenance, and operating costs would all be terribly
expensive - probably prohibitively so. Furthermore, you
would likely run afoul of Coast Guard regulations, which
would alter the vessel to the extent it would no longer
resemble an ironclad - it would lose its historical
integrity, in other words.
A nonfloating rp-plica such as you propose should be a great
tourist draw. Despite the immense popularity of the American
Civil War, there is neither an original warship from the
era, nor a replica, which the public can walk the decks of
and examine in detail. The Albemarle would be an ideal ship
to replicate. She is a well known Confederate warship with a
fine combat record. In addition, her small size (about 152
feet long by 36 feet in beam) should reduce the cost of
construction compared, say, to something like the Virginia
(ex-Merrimack) at about 285 feet, or the Tennessee at about
215 feet. Also, there is sufficient documentation on the
Albemarle to construct a very accurate replica.
Your ideas certainly have merit - there is nothing at all
like a replica ironclad in this country. If I can assist in
any way concerning the project, please don't hesitate to
call on me.

At the Town Council meeting on September 12, the Council voted to
permit the tie-in to our existing pier for use with the "Ram Albemarle"
structure proposed.
As I stated to Mr. Tom Harrison, the Town of Plymouth does not own the
river so we could not give permission to build the "Ram Albemarle" in the
river.
We are very pleased that you are undertaking this endeavor and wish
you much success. This project will certainly enhance tourism for Washington
County was well as the Town of Plymouth.

In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
