PROJECT SUMMARY: The applicant proposes to restore, for condominiums, an old building located in Elizabeth City on the Pasquotank River and construct a 6' x 80' dock and five boat slips extending 12 feet into the river. An existing dock and pilings are to be removed. The applicant also proposes to dredge bottom to a -5 foot depth. Pasquotank Harbor Associates Bio Report Page Two SITE DESCRIPTION The applicant has a contract to purchase an 80' x 176.9' lot, with building, located at 700 East Main Street, Elizabeth City. The lot is located at the corner of Water Street and Main Street on the Pasquotank River. A three story building, approximately 80' x 146' occupies most of the urban lot and is currently unused. In previous times it has served as a car dealership, tire dealership and most recently, a church. The lot is entirely covered with impervious surfaces (roof and concrete) with broadleaf weeds and yards of grasses growing in the cracks of the concrete. A dilapidated and abandoned 8' x 60' dock exists over the Pasquotank River. The shoreline has a concrete bulkhead and is 4 feet above normal water level (NWL). The observed water depth at the dock varies from -13' to -18'. Immediately adjacent to the dock are several pieces of brick rubble, lying in approximately -3' of water. These pieces are lying on the remnants of the old dock foundation. The applicant proposes to restore the building to its original size, 80' x 176.9' and convert the building into seven condominiums with some commercial/ retail space. A 30' extension would be added to the existing building to accomplish this. This construction would be immediately adjacent to the Pasquotank River. The proposal includes constructing an 80' x 6' dock with five boat slips, each being 12' x 16' and totaling 12' x 80', and dredging the bottom to a depth of -5 feet. The dock and boat slips are to provide water access for the perspective condominium owners. There will be no fueling and pumpout facilities provided and no live aboards allowed. The Pasquotank River is approximately 500 feet wide at this site and has a marked and maintained channel located near the center. Water depth varies from -3 feet to more than -20 feet in the channel. Drainage for the building is handled by the city gutter and storm drainage system. ANTICIPATED IMPACTS The removal of the existing 8' x 60' dock and the construction of a 6' x 80' dock will result in no net gain or loss of public trust or estuarine waters. Construction of the boat slips will result in the loss of 960 square feet of public trust and estuarine waters. Increased water turbidity will occur during construction and no submerged aquatic vegetation is within the project area. No apparent increase in storm water runoff is anticipated. No dredging is anticipated to be needed, water depths currently exceed -5'. The demolition of the old dock and its removal along with the removal of the brick rubble can be accomplished without digging in the bottom of the river. Pasquotank Harbor Associates Bio Report Page Three CAMA REVIEW The proposed project is located within the Elizabeth City Historical District. The geological uniqueness of this site is its immediate proximity to deep water. The project is within CAMA's Public Trust, Estuarine Waters and Estuarine Shoreline Areas of Environmental Concern. The development will require 18 sq. ft. of public trust area per linear foot of shoreline. An Elizabeth City Land Use Plan review will be mailed out under a separate letterhead. A 30' extension would be added to the existing building to accomplish this. This construction would be immediately adjacent to the Pasquotank River. The proposal includes constructing an 80' x 6' dock with five boat slips, each being 12' x 16' and totaling 12' x 80', and dredging the bottom to a depth of -5 feet. The dock and boat slips are to provide water access for the perspective condominium owners. There will be no fueling and pumpout facilities provided and no live aboards allowed. The Pasquotank River is approximately 500 feet wide at this site and has a marked and maintained channel located near the center. Water depth varies from -3 feet to more than -20 feet in the channel. Drainage for the building is handled by the city gutter and storm drainage system. ANTICIPATED IMPACTS The removal of the existing 8' x 60' dock and the construction of a 6' x 80' dock will result in no net gain or loss of public trust or estuarine waters. Construction of the boat slips will result in the loss of 960 square feet of public trust and estuarine waters. Increased water turbidity will occur during construction and no submerged aquatic vegetation is within the project area. No apparent increase in storm water runoff is anticipated. No dredging is anticipated to be needed, water depths currently exceed -5'.
