In order to show that the agronomic loading rates for the crops being grown are not being exceeded, you must keep records of all sources of nitrogen that are being added to these sites. This would include nitrogen from all types of animal waste as well as municipal and industrial sludges/residuals, and commercial fertilizers. Beginning January 1, 2000, all nitrogen sources applied to land receiving animal waste are required to be kept on the appropriate recordkeeping forms (i.e. IRRI, IRR2, DRY1, DRY2, DRYS, SLUR], SLUR2, SLD1, and SLD2) and maintained in the facility records for review_ The Division of Water Quality (DWQ) compliance inspectors and Division of Soil and Water operation reviewers will review all recordkeeping during routine inspections- Facilities not documenting all sources of nitrogen application will be subject to an appropriate enforcement action. OFFICE Sampson county In accordance with your application received on May 14, 1998, we are forwarding this Certificate of Coverage (COC) issued to Jarvis McLamb, authorizing the operation of the subject animal waste collection, treatment, storage and land application system in accordance with General Permit AWG100000. This approval shall consist of the operation of this system including, but not limited to, the management of animal -waste from the McLamb's Farm - Dry lot, located in Sampson County, with an animal capacity of no greater than 2500 Farrow to Finish and the application to land as specified in the Certified Animal Waste Management Plan (CAWMP). The COC shall be effective from the date of issuance until April 30, 2003. Pursuant to this COC, you are authorized and required to operate the system in conformity with the conditions and limitations as specified in the General Permit, the facility's CAWMP, and this COC, with no discharge of wastes to surface waters. An adequate system for collecting and maintaining the required monitoring data and operational information must be established for this farm. Any increase in waste production greater than the certified design capacity or increase in number of stocked animals above the number authorized by this COC will require a modification to the CAWMP and this COC and shall be completed prior to actual increase in either wastewater flow or number of animals. Please be advised that any violation of the terms and conditions specified in this COC, the General Permit or the CAWMP may result in the revocation of this COC, or penalties in accordance with NCGS 143-215.5A through 143-215.6C including civil penalties, criminal penalties, and injunctive relief. INTRODUCTION Pursuant to Senate Bill 1217, swine farms are required to maintain and implement an Animal Waste Management Plan. In order to provide farmers with the technical assistance for meeting this goal, the Sixth Senate Bill 1217 Interagency Group Guidance Document (August 1, 1997) was prepared. This Animal Waste Management Plan was prepared in general accordance with the guidance document, specifically to meet the General Guidelines for Swine on Dry Lots (revised November 5, 1997) If. SITE DESCRIPTION (Refer to Figures 1 and 2) The subject site is located at 1401 Green Path Road (SSR 1004) near Dunn, North Carolina. According to a map provided by the Sampson County Tax Office, the site is comprised of approximately 52 acres of land. The general location of the farm is indicated in Figure 1, and a site plan is provided in Figure 2. According to the United States Geological Society (USGS) Mingo, North Carolina "Topographic Quadrangle (1974), the subject site lies at an approximate altitude of 150 feet above mean sea level, and at a latitude and longitude of 35°127' and 78°37'17", respectively (see Figure 1). According to the United States Department of Agriculture (USDA) Soil Conservation Service (SCS) Soil Survey of Sampson County, North Carolina, the farm is predominantly comprised of Norfolk Loamy Sand (NoB) and Goldsboro Loamy Sand (GoA). These soils are moderately to well drained and are well suited to production of several crops. According to a FIRM 1991 Flood Insurance Map, the.farm does not appear to lie within an area identified as a 100 -year flood plain. III. SITE INSPECTION A site inspection was conducted by a CATLIN Engineers and Scientists representative on December 8, 1997. At this time, the farm was inspected for the presence of runoff control, adequate buffers, appropriate soils, proper field rotation, and planting and harvesting of crops. Based on this inspection, the following Waste Management Plan and recommendations were prepared. IV. WASTE MANAGEMENT PLAN A. Runoff Control Appropriate surface runoff controls appear to be currently in place. Maintain perimeter ditches to divert runoff from outside the dry lots. Prevent ditches from becoming impeded or blocked. Maintain current condition of bens around dry lots to prevent runoff from leaving the dry lot from storms less severe than the 25 - year, 24-hour storm event. B. Buffers Adequate buffers are currently present at the subject site. All buffers are vegetated and protected by a fence. Maintain a minimum of 10 feet of buffer between the dry lots and upslope streams, ponds, swamps, and ditches. Continue to maintain a minimum of a 100 feet of buffer between the dry lots and downslope streams. ponds, swamps, and ditches. C. Soils Soils on the dry lots appear to be suitable for this use. Periodically inspect for erosion or breakthroughs in berms surrounding the dry lots. Continue to keep animals away from any area prone to seasonal flooding. D. Rotation Maintain current rotation practices.. Do not leave animals on a lot for more than one year. The amount of time off the lot must be sufficient for crops to approach maturity to maximize nutrient uptake. Continue to use present crops such as . wheat, rye, and/or corn. E. Crops Maintain current planting and harvesting practices. Insure planting of a crop within 30 days from the time the animals are removed. If necessary, prepare soils prior to planting. Mechanically harvest or allow animals to harv,,-st crops at or just before maturity. F. Other Considerations Continue to collect waste weekly from farrow pens and spread evenly over dry fields. ODOR CONTROL CHECKLIST (Refer to Appendix f) A Swine Farm Waste Management Odor Control Checklist is included in Appendix I. Most of the proposed Best Management Practices (BMPs) are designed for facilities with lagoons and are non -applicable to dry lot operations. In summary, maintain current practices to minimize odor. Maintain vegetative or wooded buffers, proper disposal of carcasses, and properly maintained access roads. VI. INSECT CONTROL CHECKLIST (Refer to Appendix II) An Insect Control Checklist for Animal Operations is included in Appendix II. As with the odor control BMPs, most of the items address farms with lagoons and are non - applicable. In summary, maintain current practices for buffers, feeders and feed storage, and proper drainage control. VII. MORTALITY MANAGEMENT METHODS (Refer to Appendix III) As indicated in Appendix 1i1, continue current practice of burying carcasses at least three feet below the surface, at least 300 feet from any flowing stream or public body of water. VIII. EMERGENCY ACTION PLAN (Refer to Appendix IV) As indicated in Appendix IV, follow the appropriate steps in the Emergency Action Plan in the event of waste migrating off-site and/or impacting nearby surface waters. OWNER AGREEMENT I (we) have read and understand this Animal Waste Management Plan, and intend to implement these procedures to the best of my (our) ability. I (we) understand that anv change to curn-ent practices may require a modification of the Plan. I (we) understand that there must be no discharge or animal waste from the dry lots to surface waters of the State either directly through a conveyance or from a storm event less severe than the 25 -year, 24-hour storm.
