Box 1106 Asheboro, N.C. 27204 Dear Mr. Leonard: FILE You have our approval to place fill material in 0.300 acres of wetlands or waters for the purpose of sewerline replacement at the City of Asheboro, as you described in your application dated 9 March 1995. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Numbers 2733 and 2671. These certifications allow you to use Nationwide Permit Numbers 18 and 26 when they are issued by the Corps of Engineers. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application.. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. The 40' sewerline right-of-way is located in the City of Ashboro, Randolph County, NC as shown on the enclosed plans and Delorme vicinity map. The route occurs on the Ashboro and Randleman USGS quad maps. The Corps has visited the site and reviewed portions of the wetland delineation but the creek crossings and few small adjacent wetlands have not been surveyed. However, accurate locations of wetlands are shown on the attached V=50' drawings. Most wetland impacts are limited to perpendicular creek crossings as there are few vegetated wetlands along the corridor. Wetland impacts will be required for construction of sewerlines. It will be necessary to impact 0.300 acres (see map) of jurisdictional wetlands above headwaters for placement of the proposed utility lines utilizing Nationwide Permit 26 and 0.018 acres of jurisdictional wetlands below headwaters for placement of the proposed utility lines utilizing Nationwide Permit 18. The single impact below headwaters totals approximately 800 square feet and will affect less than 80 feet of stream bank. It is our understanding that notification is not required for this projects impacts of less than a third of an acre above headwaters nor for the single bank to bank crossing below headwaters. However, it is customary for S&EC to notify the Corps and DEM of our intent to utilize Nationwide Permits as a professional courtesy. To expedite the permitting process and to make "life easier" on everyone involved, the following individuals/ agencies have been provided with a Soil/Site Evaluation ¦ Mapping and Physical Analysis ¦ Wetlands Mapping and Mitigation ¦ Environmental Audits On-Site Waste Treatment Systems, Evaluation and Design complete copy of this entire application package: David Franklin (Wilmington Corps).
