Dear Mr. Little:
You have our approval to place fill material in 4300 square foot of wetlands or waters for the
purpose of constructing a single family residence at Lot 25, Riverside Plantation subdivision, as you
described in your application dated 13 November 1995. After reviewing your application, we have
decided that this fill is covered by General Water Quality Certification Number 2733. This certification
allows you to use Nationwide Permit Number 18 when it is issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application. If
you change your project, you must notify us and you may be required to send us a new application.
For this approval to be valid, you must follow the conditions listed in the attached certification. Deed
restrictions shall be placed on all remaining jurisdictional wetlands to prevent any future wetland fill.
In addition, you should get any other federal, state or local permits before you go ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing,
send A written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and
its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401
of the Clean Water Act. If you have any questions, please telephone John Domey at 919-733-1786.

The North Carolina Division of Coastal Management has reviewed the above referenced application for
a Nationwide Permit dated November 13, 1995, pursuant to Section 307 of the Coastal Zone Management
Act of 1972 as amended. Based upon our review, we have determined that the proposed activity is
consistent with the North Carolina Coastal Management Program provided the following conditions are
met:
The activity described in the above referenced application qualifies to receive one of the
Nationwide Permits described in 33 CFR Part 330 with the exception of Numbers 17,
21, 24, and 34 which were found inconsistent with the North Carolina Coastal
Management Program.
2. A 401 Water Quality Certification is received, where required, from the North Carolina
Division of Environmental Management.
This letter does not relieve you of the responsibility to insure that all other State authorization and/or
permit requirements are met prior to implementation of the project. Please feel free to contact me at

Dear Mr. Little:
The Wilmington Regional Office received the Stormwater
submittal for Riverside Plantation, Section I on October 25, 1989
and final submittal on October 31, 1989. Based on our review of
the project plans and specifications, we have determined that the
project complies with the Stormwater Regulations set forth in
Title 15 NCAC 2H. 1003 (a) (2). This certification shall be
effective from the date of issuance until rescinded and the
project shall be constructed in accordance with the plans and
specifications subsequently filed with the Wilmington Regional
Office.

neutal, value of 3 to 7, and chroma of 0 to 2. The A and E horizons are loam, fine sandy loam, sandy loam, loamy fine sand, loamy
sand, or the mucky analogues of these texture.--the AB horizon, where present, has hue of IOYR, 2.5Y, or it is neutral, value of 2 to
6, and chroma of 0 to 2. It is loam, fine sandy loam, or sandv loam.--The Btg horizon has hue
of 10YRto 5Y or it is neutral, value of 2 to 7, and chroma of 0 to 2. Mottles in shades of brown, yellow, or red range from few to
many in most pedons. It is sandy clay loam, clay loam, or fine sandy loam. Some pedons have thin subhorizons, less than 6 inches
thick, of sandy clay.--The BCg horizon, where present, has hue of 10YR to 5Y or it is neutral, value of 3 to 7, and chroma of 0 to 3.
Mottles in shades of red, brown, yellow, or gray range from few to many in most pedons. It is
fine sandy loam, sandy loam, or loamy sand.--The 2Cg or Cg horizon has hue of 1OYr or 5Y, 5GY, 5G, or it is neutal, value of 3 to
7, and chroma of 0 to 3. Mottles ins shades of gray, brown, yellow, or red are in most pedons. In some pedons the Cg horizon is
mottled in these colors. Texture is variable, ranging from sand to stratified clay.
