PROJECT SUNEM ARY: Applicant proposes the modification to State Permit #46-92 to allow for the enlargement of the authorized commercial wharf. Altamar, Inc. Page 2 9. PROTECT DESCRIPTION 10/18/95 The project site is located at 3330 - 3333 River Road in New Hanover County. This is adjacent to the Cape Fear River just south of the State Port facility. This is a commercial shipping area, classified as Developed in the New Hanover County Land Use Plan. The river itself and the adjacent Estuarine Shoreline, as well as the area within the 100 year flood zone are classified Conservation. The lot is approximately 18.7 acres in size, averaging 25' above mean sea level. The waters of the Cape Fear River are designated SC and there is no shellfish resource. The area is designated Primary Nursery by the Division of Marine Fisheries. The river is approximately 1650' wide at the project site. The lot has been used for truck parking and equipment storage over the years. Consequently, the vegetation is sparse. There is patchy rip rap along the shoreline. The applicant was issued permit #46-92, which authorized the construction of a bulkhead, a 550' x 16' commercial pier with a 100' x 24' T-head, a 50' x 24' vehicle turn-around dock, 2 mooring dolphins, a boat ramp, and excavation in the Cape Fear River. Under this modification request, the applicant is proposing to enlarge the 16' wide pier to 24', and the 100' x 24' T-head to 603' x 52'. He has eliminated the 50' x 24' turn-around area and the mooring dolphins. The riparian corridors will angle slightly to the north, however, with approximately 150' on either side of the project, this should not be a concern. The project lies between the H-2 and H-3 coordinates of the US Army Corps of Engineers defined harbor line. The minimum distance from the shoreline to the harbor line within this area is 800'. The proposed project extends approximately 602' into the body of water, terminating short of this line. The increase in structure size is needed for the vehicles expected to use the pier for shipping purposes, and the anticipated size of the cargo ships to utilize the dock. Since the issuance of the last permit, the applicant has had the opportunity to survey the market, and feels he can offer services similar to the State Ports, on a significantly smaller scale. The original permit is set to expire on 12/31/95. Hence, the applicant has included a request and the fee for renewal of this permit along with the modification request. 10. ANTICIPATED EMPACTS The impacts from the original commercial wharf were anticipated to be approximately 12,400 square feet of Public Trust incorporation (excluding dolphin placement). The impacts from the modification are anticipated to be approximately 43,440 square feet of Public Trust incorporation. Turbidity increases are to be expected during construction.
