You have our approval to place fill material in 0.02 acres of wetlands or waters for the purpose
of upgrading a 1950 vintage boat ramp/access area at Gottschalk Marina along Wallace Creek, River
Road at Camp Lejeune, as you described in your application dated 20 March 1995. After reviewing
your application, we have decided that this fill is covered by General: Water Quality Certification
Numbers 2745, 2665 and 2745. These certifications. allow you to use Nationwide Permit Numbers
3, 13 and 36 when they are issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application.'_If
you change your project, you must notify. us and. you may be required: to send; us a new application.
For this approval to be valid, you must follow the conditions listed in they attached certification. In
addition, you should get any other federal, state or local permits before your go: ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and
its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401

DEMOLISH AN EXISTING BOATING ACCESS RAMP AND ASSOCIATED DOCKS. CONSTRUCT A
NEW BOATING ACCESS RAMP WITH ASSOCIATED DOCKS. PROVIDE 8 CUBIC YARDS OF
SHORELINE RIP RAP ADJACENT TO NEW RAMP (8'x 27' TOTAL RIP RAP AREA). EXCAVATE
THE BOTTOM OF WALLACE CREEK FOR A 37'X 20' AREA TO ACHIEVE A 13% SLOPE ALONG
THE NEW BOAT RAMP CONCRETE PAVEMENT.
13. PURPOSE OF PROPOSED WORK:
TO UPGRADE A 1950 VINTAGE BOAT RAMP/ACCESS AREA IN ORDER TO ALLOW FOR
INCREASED SAFETY OF THE PATRONS.
14. STATE THE REASONS WHY THE APPLICANT BELIEVES THAT THIS ACTIVITY MUST BE
CARRIED OUT IN WETLANDS. ALSO, NOTE THE MEASURES TAKEN TO NIINM= WETLAND
