Based on discussions with Emily, the contractor is currently moving forward with the original jurisdictional impact areas, as permitted. Also as discussed, he will be using some additional upland staging areas (no land disturbance) within ag fields outside of any wetland/streams/or buffers. We will submit a permit modification request for any new proposed jurisdictional impact areas as soon as possible. As advised, any new proposed jurisdictional impact areas will not move forward until/if permitted by both agencies. Thank you for the clarification on silt fence for our files. DWR requests' that any new submittal include a cover letter with updated maps and tables for the entire project with the associated application fee be submitted online application submittal. As for your question regarding the installation of silt fence within jurisdictional wetlands. The installation of silt fence within the approved corridor has been previously authorized. I talked to David after the phone cut out and like we discussed, we need to see all proposed changes in impacts (including type), avoidance, etc. on the impact maps then we will review it when we can. We talked about this a couple of months ago when the contractors were wanting to change the construction plans around the HDD sites and we advised that any changes needed to be proposed before we verified the permit ... the same advice goes for these changes, it will only delay the process further if there are continuous modifications.
