2012 project review - design & build
- NCSU Monitoring started 2014
- Jan 2016 effective fencing installed
- Pre -construction data 2014-2017
High nitrate site; Flow reduction between years make it difficult to tie changes to cattle exclusion, concentration didn't change,
load changed due to flow; Weir at bottom of reaches, auto samples flow separation (base & storm); High concentration in
groundwater wells too; Watersheds —20 acres, similar land use, tributaries completely within easement; regenerative storm
water conveyance paired study; RSCs proposed;
Funding - DMS pre -monitoring, design, construction funded; EEG $39k post monitoring grant, monitoring cannot be tied to
additional credits, needs to be further discussed;
request records of adjacent farming application pre and post;
Invasives - privet, tree of heaven;
2016 guidance will be applied;
Construction impacts accounted for in year one monitoring since construction is phased?
Proposed pools for stormwater storage in floodplain/buffer - Travis requests less than 3' deep for habitat;
Concerns about flow in RSCS reaches - risk of losing jurisdiction due to lack of flow post -construction, significant headcut at top
and large amount of fill proposed;
Existing wetland area - condition appears good/fair (observed areas of saturation and inundation, native herbs and trees/shrubs,
few invasives), area appear larger than plan map, request updated delineation and JD, recommend limiting disturbance;
Reach B outlet design update to not overlap wetland area;
Stream shown on plan figures below wetland is actually ditch, recommend confirming in JD and changing legend item on plan;
Restoration 1:1 credit being asked for all Enhancement I reaches with justification of all pre -construction monitoring, IRT must
discuss, reaches design are all EI but there is value in data collected (it aided in appropriate design approach selection) and
fencing years ahead of construction, possible compromise of 1.25:1;
Revegetation plan needs to be included in mit plan (more details needed);
Wrap-up - IRT to send prelim comments, NCSU/DMS to submit revised draft mit plan following updated JD, crediting needs to be
discussed
