Dear Mr. Reuscher:
The Pretreatment, Emergency Response and Collection Systems (PERCS) Unit of the Division of
Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) renewal submitted
by the City of Shelby for the following Significant Industrial User (SIU). This IUP was received by
the Division on August 14, 2019. Additional information was requested and was received on
August 22, 2019.

The review indicates that with the following observations, the IUP is adequate and the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii) are met. The allocation
table, maintained in the Division's database, has been updated accordingly.
Please make the following updates the next time the IUP is modified or renewed:
1. The effective date and expiration date on the history page (page 2) need to be updated
to be consistent with the rest of the permit.
2. General conditions:
a. Condition #9: Update "Effluent limitations of this permit" to "categorical
Pretreatment Standards".
b. Condition #10: Updated the Department reference to "Department of
Environmental Quality".

Federal and State pretreatment regulations require that the local delegated pretreatment
program effectively control and document the discharge of wastewater from Significant and
Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these
objectives are consistently met.
