Dear Mr. Davidson:
Concerning the above -noted NOV, we do acknowledge the non-compliance for the
monthly average exceedance for the GGCC Utility WWTP Plant. We believe the higher
flows were caused by a combination of the rainfalls received around that time, as well as
the additional traffic due to the July 41h Holiday week. Were either of these to occur in a
singular instance, we do believe that the plant's flows would have been compliant, but
that the combination of the two contributed to and caused the non-compliance. This
occurred at the same time as the previous NOV for flow, NOV-2019-LV-0556. We ask at
this time that you forego assessing a civil penalty.
