Concerning the above -noted NOV, we do acknowledge the non-compliance for flow and
the monthly average exceedance for the GGCC Utility WWTP Plant. We believe the
higher flows were caused by a combination of the rainfalls received around that time, as
well as the additional traffic due to the July 0' Holiday week. Were either of these to
occur in a singular instance, we do believe that the plant's flows would have been
compliant, but that the combination of the two contributed to and caused the non-
compliance. We ask at this time that you forego assessing a civil penalty.
