You have our approval to place fill material in 1,248 square feet of unvegetated open waters for
the purpose of beach renourishment at Jefferson Drive, as you described in your application dated
16 June 1995. After reviewing your application, we have decided that this fill is covered by General
Water Quality Certification Dumber 2733. This certification allows you to use Nationwide Permit
Number 18 when it is issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application. If
you change your project, you must notify us ari$ you may be required to send us a new application.
For this approval to be valid, you must follow the'conditions listed in the attached certification. In
addition, you should get any, other federal, state or local permits before you go ahead with your.
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act Nvithin 60 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and
its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401

Dear Colonel Tulloch:
The State of North Carolina has completed its review of the above
referenced proposal originally proposed 12/12/91 and revised on 1/16/92.
Based upon our review, we agree with the applicant's determination that the
proposed activity is consistent with the North Carolina Coastal Management
Program provided a permanent ground cover sufficient to restrain erosion is
provided on all exposed areas within the shorter of 30 working or 120
calendar days after project completion as required by the NC Division of
Land Resources.

PROJECT' DESCRIPTION
NOTE: This project was previously authorized for maintenance and repair to the bulkhead
and for the placement of riprap 5' waterward of the bulkhead. This modification requests
the placement of sand till for beach renourishment along 156' of bulkheaded shoreline.
The project site is located at Cherry Point MCAS, Craven County, NC on the Neuse River off of'
Jefferson Drive. There is an existing steel sheet pile bulkhead which extends along 800' of
shoreline on the Neuse River. Wingwalls turn back into the shoreline at approximately 45 degree
angles at both ends of the bulkhead. Additionally, the shoreline adiacent to the wingwalls has been
stabilized with riprap. The bulkhead was constructed approximately 30+ years ago.
There has historically been a broad sand beach ( see enclosed aerial photograph ) waterward of
the bulkhead. Erosion in recent years has removed the sand and there is no longer a recreational
beach.
This proposed project is to renourish a 10' x 86' area ( 8' x 86' below the Normal Water Level
(NWL) ) of beach in front of the upstream wingwalll and a 10' x 70' area of beach ( 8' x 70'
below NWL ) in front of the downstream wingwall. Approximately 23 cubic yards (placed below
NWL ) of clean, pollutant free, large grained sand will be used to renourish a total beach area of
1,560 sq. ft. ( 1,248 sq. ft. below NWL ). The renourishment will average about 6" in depth above
the existing beach contours.
