This inspection was completed in conjuction with the upcoming permit renewal and to determine whether the facility is being operated and maintained in compliance with Permit No. WQ0029233. ORC, Mike Beck with RPB Systems, was present and assisted in the inspection. Overall the facility is being operated and maintained in compliance. Please review the summary and recommendations detailed below for futher consideration. Fuel Vendor: It is recommended the facility obtain a fuel vendor to service the generators. At the time of the inspection, the generator was approximately 30% full. Sampling: Facility staff are considering moving the sampling location from the effluent wet well to the effluent weir box. Less distance from the sampler to the sampling location increases the accuracy of the sample volume being pulled. Fecals are currently being collected from the sampler. It should be noted, while this is technically a grab sample, it is not advisable since the tubing is not sterilized before each use and has the potential to contaminate the sample. Sampling Frequency: A sampling variance can be requested if effluent is routinely routed to the 5-Day storage tank and not the irrigation tank. The ORC reports irrigation is only needed about once a year (when tank is full). Effluent is often routed to the 5-day storage tank. Flow Meter Calibration: The percent from true flow needs to be recorded at the time of calibration. If greater than 10%, the meter may need to be replaced. Flow calibration is recorded in the operator’s log book. The meter was last calibrated on 3/5/2019. Flow into the facility is minimal. No flow entering the facility at the time of the inspection. Staff are in the process of adjusting the EQ basin floats to provide a more consistent flow through the facility. Does generator have adequate fuel? Propane generators are onsite. Current fuel levels are approximately 30%. The facility no longer has a contracted fuel vendor. ORC reports the facility rarely loses power and that the majority of homes connected to the wastewater treatment plant have grinder pumps. It is advised Bear Lakes maintain a fuel vendor in the event of an extended power failure. Comment: Treatment Barscreen Yes No NA NE Is it free of excessive debris? Unable to instantaneously reroute upset wastewater that has exceeded the fecal limit. Minor modification to change the CB was completed last year. Water supply wells are no longer within the compliance boundary. Drip lines are inspected once a year and repaired before irrigation occurs.
