Jones Street Raleigh, NC 27611 Dear Mr. Henderson: This letter is in response to your March 24, 1995 application request under the Coastal Area Management Act (LAMA) to upgrade and renovate the existing interpretive center, construct additional parking areas, a bandstand with hillside seating, perimeter boardwalk, pump house and maintenance shed on Ice Plant Island in Manteo. Following receipt of your application package, it has been determined that the proposed project is subject to review under the N. C. Environmental Policy Act, and that preparation of an environmental assessment document by the Department of Cultural Resources will be required. It is the understanding of the Division of Coastal Management that such a document has not yet been prepared. Therefore, in accordance with T15A:07J.0204(b)(8), which states "For development, proposals subject to review under the North Carolina Environmental Policy Act (NCEPA), NCGS 113A- 100 et. seq., the permit application will only be complete on submission of the appropriate environmental assessment document.", the Division must find your application incomplete. Consequently, processing of your application must be terminated until such time as an environmental assessment document is prepared, and the requirements of the NCEPA are met. As required by T15A:07J.0204(d), during the pendency of any termination of processing, the permit processing period will not run. If the NCEPA process does not result in significant changes in the proposal, the permit processing period will begin at the point where it was terminated. However, if the NCEPA process results in a significant alteration in the proposed project, the application will be considered new and the permit processing period will begin to run from that date. PROJECT SUMMARY: The applicant proposes to upgrade and renovate the existing interpretive center, construct additional paved parking, construct a bandstand, pumphouse, maintenance shed and boardwalk along the perimeter of Ice Plant Island, Manteo, Dare County. NC Department of Cultural Resources Field Report Page 2 ITE DESCRIPTION The NC Department of Cultural Resources currently owns the 24.62-acre Ice Plant Island which is located east of the Town of Manteo. Ice Plant Island was created in the early '70's from a dredge and fill project. Located currently on Ice Plant Island is an interpretive center, retail store, dockage for the Elizabeth II historic ship and paved parking. The majority of the Island is considered to be uplands. The highest elevation on the Island is located in the center of the Island and the elevations slope toward the shoreline. The central portion of the Island is open with scattered pines, wax myrtles and ornamental shrubs and flowers. Section "404" wetlands are located around the perimeter of the Island, varying in width from 20 feet to as much as several hundred feet. These areas are wooded consisting primarily of pine, wax myrtle, sweet bay, dogwood, holly, groundsel trees and catbriars. A band of coastal wetlands exists along the shoreline of the Island varying in width from several feet to several areas approaching one hundred feet in width. Coastal wetland species found around the Island include Spartina altemiflora, SDartina cynosuroides, Juncus roemerianus, Scirpus spp., Typha snn., and Snartina patens. Ice Plant Island is separated from the downtown area of Manteo by Dough's Creek. A man-made canal varying in widths from 60 to 100 feet runs from Doughs Creek around the Island on the north and east sides and connects to Shallowbag Bay on the southeast side of the Island. Shallowbag Bay fronts the Island on its south side. PROPOSED DEVELOPMENT The applicant proposes to expand the existing facilities located on Ice Plant Island. Proposed development activities include the following: 1) Approximately 1850 linear feet of elevated, wooden boardwalk will be constructed over the wetlands around the perimeter of the Island. Over Section "404" wetlands the boardwalk is proposed to be 8 feet wide; over coastal wetlands, the boardwalk will reduce in width to 6 feet or cover only a six-foot wide path of coastal wetlands with two feet of the boardwalk extending over the adjacent waterbody. Several overlooks are proposed along the boardwalk. A pier is proposed on the southside of the Island to extend into Shallowbag Bay approximately 60 feet with a 500 ft2 platform at its waterward end. 2) The addition of 65 paved parking spaces on the upland, central portion of the Island. 3) Asphalt walkways to connect the proposed boardwalks to existing and proposed parking areas. 4) Construction of an approximate 5500 ft2 bandstand and hillside seating to be located on the uplands on the southeastern corner of the Island. NC Department of Cultural Resources Field Report Page 3 5) Construction of an approximate 3100 ft2 maintenance building, pump house and water tank to be located on uplands near the southwestern corner of the Island. 6) Construction of an approximate 13,000 ft2 addition (Phase I) to the existing interpretive center. This addition will be located partly over uplands and partly over Section "404" wetlands. Construction of an approximate 24,000 ft2 addition (Phase II) to the interpretive center. This building will be located on uplands on the southeastern corner of the existing center. Wooden decking and walkways are also proposed for access for both additions. 7) Construction of an approximate 2450 ft2 conference center to be located over Section "404" wetlands on the northwestern corner of the Island. ANTICIPATED IMPACTS Approximately 3,180 ft2 of coastal wetlands will be shaded by the proposed boardwalks. Approximately 14,500 ft2 of "404" wetlands will be shaded by wooden boardwalks and by elevated structures. Approximately 2150 ft2 of shallow water habitat in adjacent waterbodies will be shaded by the pier and overhangs from the boardwalk. Approximately 6.29 acres of upland areas will be graded and or disturbed during the construction of the components of the project. No impacts should occur to Doughs Creek which is a designated Primary Nursery Area. No wetlands are proposed to be filled to develop the proposed project. PROJECT SUMMARY: The applicant proposes to upgrade and renovate the existing interpretive center, construct additional paved parking, construct a bandstand, pumphouse, maintenance shed and boardwalk along the perimeter of Ice Plant Island, Manteo, Dare County. NC Department of Cultural Resources Field Report Page 2 SITE DESCRIPTION The NC Department of Cultural Resources currently owns the 24.62-acre Ice Plant Island which is located east of the Town of Manteo. Ice Plant Island was created in the early '70's from a dredge and fill project. Located currently on Ice Plant Island is an interpretive center, retail store, dockage for the Elizabeth II historic ship and paved parking. The majority of the Island is considered to be uplands. The highest elevation on the Island is located in the center of the Island and the elevations slope toward the shoreline. The central portion of the Island is open with scattered pines, wax myrtles and ornamental shrubs and flowers. Section "404" wetlands are located around the perimeter of the Island, varying in width from 20 feet to as much as several hundred feet. These areas are wooded consisting primarily of pipe, wax myrtle, sweet bay, dogwood, holly, groundsel trees and catbriars. A band of coastal wetlands exists along the shoreline of the Island varying in width from several feet to several areas approaching one hundred feet in width. Coastal wetland species found around the Island include Snartina alterniflora, Spartina cynosuroides, Juncus roemerianus, Scirpus spp., Typha sap,, and Spartina patens. Ice Plant Island is separated from the downtown area of Manteo by Dough's Creek. A man-made canal varying in widths from 60 to 100 feet runs from Doughs Creek around the Island on the north and east sides and connects to Shallowbag Bay on the southeast side of the Island. Shallowbag Bay fronts the Island on its south side. PROPOSED DEVELOPMENT The applicant proposes to expand the existing facilities located on Ice Plant Island. Proposed development activities include the following: 1) Approximately 1850 linear feet of elevated, wooden boardwalk will be constructed over the wetlands around the perimeter of the Island. Over Section "404" wetlands the boardwalk is proposed to be 8 feet wide; over coastal wetlands, the boardwalk will reduce in width to 6 feet or cover only a six-foot wide path of coastal wetlands with two feet of the boardwalk extending over the adjacent waterbody. Several overlooks are proposed along the boardwalk. A pier is proposed on the southside of the Island to extend into Shallowbag Bay approximately 60 feet with a 500 ft2 platform at its waterward end. 2) The addition of 65 paved parking spaces on the upland, central portion of the Island. 3) Asphalt walkways to connect the proposed boardwalks to existing and proposed parking areas. 4) Construction of an approximate 5500 ft2 bandstand and hillside seating to be located on the uplands on the southeastern corner of the Island. NC Department of Cultural Resources Field Report Page 3 5) Construction of an approximate 3100 ft2 maintenance building, pump house and water tank to be located on uplands near the southwestern corner of the Island. 6) Construction of an approximate 13,000 ft2 addition (Phase 1) to the existing interpretive center. This addition will be located partly over uplands and partly over Section "404" wetlands. Construction of an approximate 24,000 ft2 addition (Phase II) to the interpretive center. This building will be located on uplands on the southeastern corner of the existing center. Wooden decking and walkways are also proposed for access for both additions. 7) Construction of an approximate 2450 ft2 conference center to be located over Section "404" wetlands on the northwestern corner of the Island. ANTICIPATED IMPACTS Approximately 3,180 ft2 of coastal wetlands will be shaded by the proposed boardwalks. Approximately 14,500 ft2 of "404" wetlands will be shaded by wooden boardwalks and by elevated structures. Approximately 2150 ft2 of shallow water habitat in adjacent waterbodies will be shaded by the pier and overhangs from the boardwalk. Approximately 6.29 acres of upland areas will be graded and or disturbed during the construction of the components of the project. No impacts should occur to Doughs Creek which is a designated Primary Nursery Area. No wetlands are proposed to be filled to develop the proposed project.
