The purpose of this inspection was to ensure compliance with the subject permit. During the inspection, the presence and cooperation of Ms. Karen Curry, Community Manager and Mr. Brian Bryant was very helpful and appreciated. The deemed collection system contains gravity lines with approximately 10 manholes that flow towards the back of the property and connect to a City of Raleigh owned manhole. All wastewater is received by the City of Raleigh collection system (WQCS00002) and treated accordingly. The system flow is currently measured (estimated) by the amount of water distributed to the Community by the City of Raleigh. The last bill estimated 30,000 gallons per day. 2. A map of the system is kept both digitally and in paper form. All required information was not present on the maps and needs to be added. Per 15A NC4CO2T.0403 (2). "A map of the collection system shall have been developed and shall be actively maintained." The Community Manager distributes grease educational materials two times per year and as needed to streets where grease is a continuous issue. It was requested that records be kept in the form of a log sheet or bound book in one consistent place. Maintenance, inspection, and system records are kept in a binder and are reviewed by the Community Manager. An operation and maintenance or spill response plan was not readily available. It was requested that the plan contain detailed information that align with the requirements under 15A NCAC 02T.0403 (3): "an operation and maintenance plan including pump station inspection frequency, preventative maintenance schedule, spare parts inventory, and overflow response shall have been developed and implemented". Please e a copy of the plan to this office, S. The system contains no Right of Ways or High Priority Lines, but the main sewer line moves from under the main road to the shoulder at the back of the property. The shoulder area is mowed and maintained by Mr. Bryant. It was requested that this maintenance be recorded and kept with the other system records. 6. The entire system is cleaned out once per year. ARS is contracted to jet the lines as needed and assist if any incidents were to occur. RootX is added to the system as needed. 7. No Sanitary Sewer Overflows (SSOs) have occurred since the last inspection and therefore no records are available. SSO records will be kept with the property manager if an incident occurs. 8. Several manholes and clean outs were inspected: a) All inspected manholes were found to be in good condition, free of excessive debris and signs of overflow. b) Many of the system clean outs are located underneath dwellings and are serviced as needed by Mr. Bryant. The community management is responsible from the cleanout downstream to the main sewer line. Residents are responsible from the cleanout upstream to the dwelling.
