8. PROJECT SUMMARY: Within the waters of Doughs Creek the applicants propose to remove 22
existing pilings and construct a 6' x 65' pier and 7 mooring pilings for the purpose of a 5 slip charter
boat/boat rental business. Also proposed is an 8' x 25' walkway over coastal wetlands.

Site Description
The applicants, Messrs. Leigh D. Hassell, Jr. and James C. Hassell, own an 80' x
292' long irregularly-shaped parcel of land at 505 Croatan Avenue in Manteo, Dare County
adjacent Doughs Creek, a designated primary nursery area. A public boat ramp owned by
the Town of Manteo abuts this lot to the south. Just 70' south of this site lies the 350' long
bridge to Ice Plant Island which has vertical and horizontal clearances of 11 feet and 40 feet,
respectively. Almost evenly dividing the applicants' half-acre lot is a fence parallelling
Croatan Avenue. The landward 1/2 of the site is approximately 5' above mean seas level,
vegetated with lawn grasses, white cedars and magnolias and has been developed with a
residence, driveway and two sheds. Waterward of the fence the elevation drops about 1 foot
except for areas on the north and south side which slope down to wetlands elevation.
On the south side is a 30' x 100' low-lying area vegetated with cordgrass (SSpartina
alterniflora), black needlerush (Juncos roemerianus), salt meadowgrass (Svartina patens , salt
reedgrass S artina cynosuroides), groundsel bush Baccharis halimifolia) and common reed.
On the north side a 120' long canal with a 1500 square foot basin abuts this property.
A 15' wide fringe of coastal wetlands comprised of black needlerush marsh extends
approximately 100 feet along the north side of the property. Along the 120 linear feet of
shoreline abutting Doughs Creek, riprap approximately 5' - 8' in width has been placed and
extends 1' - 3' below the NWL of the creek. Located in Doughs Creek on the northside of
the property are 22 old pilings which extend 6' - 60' waterward of the riprap. Water depths
60' - 70' out in the water measure 31/2' - 4' . In the vicinity of this site Doughs Creek is
approximately 280' wide and established pier lengths within 500' of this site range from 30'
to 160'.
Development Proposal
The applicants propose to remove the 22 dilapidated pilings and construct 5 boat slips
to be used for a charter boat/boat rental business. The applicants propose a 6' x 65' pier and
7 mooring pilings. On the south side of the site the applicants are proposing an 8' wide x
25' long wooden bridge spanning coastal wetlands to allow customers using the adjacent
parking lot access to the site. Officials with the Town of Manteo have expressed no
opposition to the proposal. Also proposed within the Estuarine Shoreline is an 8' wide by
30' long graveled area located on highground.
Anticipated Impacts
Approximately 240 square feet of highground within the estuarine shoreline area of
environmental concern will be filled with aggregate/gravel.

Approximately 200 square feet 9f coastal wetlands will be shaded by the 8' x 25'
bridge spanning the wetlands. The 6' x 65' pier would shade 390 square feet of shallow
water habitat.: Approximately 1512 square feet of public trust waters will be captured by the
configuration of mooring pilings on both sides of the 6' wide pier. Temporary increases in
turbidity may result during construction of the pier and during removal of the 22 pilings.
Removal of the 22 old pilings will free up approximately 1560 square feet of public trust
waters. No archaeological site should be impacted by the project.
CAMA Review
The Town of Manteo Land Use Plan review and consistency determination will be
completed and forwarded under separate cover by Steve Gabriel.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate Nvork plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x I 1 white paper. (Refer to Coastal Resources
Commission Rule 71.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a pan
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
that opportunity.

9 CERTIFICATION AND PERMISSION

allow only the development described in the application.
The project will be subject to conditions and restrictions
contained in the permit.
I certify that to the best of my knowledge, the proposed
activity complies with the State of North Carolina's ap-
p.oved Coastal Management Program and will be con-
ducted in a manner consistent with such program.
I further certify that I am authorized to grant, and do in
fact, grant permission to representatives of state and
federal review agencies to enter on the aforementioned
lands in connection with evaluating information related
to this permit application and follow-up monitoring of
project.
