PROJECT SUMMARY: The City of New Bern proposes to suspend 3900 linear feet of 10" water main and 3900 linear feet of 8" sewer force main lines from the east bound lane of the Freedom Memorial Bridge over Lawson Creek and the Trent River. NARRATIVE DESCRIPTION: Project Setting U.S. Highway 70 By-Pass crosses the Estuarine Waters and Public Trust Areas of Lawson Creek and the Trent River in The City of New Bern in Craven County via the Freedom Memorial Bridge (actually two parallel bridges with opposite flowing traffic). The two existing bridges are approximately 3900 in length. They span both Lawson Creek, approximately 110 feet wide at the crossing, and the Trent River approximately 2300 feet wide and the associated marsh system. The marsh is approximately 1330 feet wide at this point and is dominated by giant cordgrass S artina cynosuroides). The bridges also. span approximately 160 feet of high ground which is next to each end abutment. Lawson Creek is classified as SC Sw NSW while the Trent River at this point is SB Sw NSW. Neither creek is designated as a Primary Nursery Area while both creeks are closed to shellfishing. Project Description The City of New Bern will be providing sewer and water to a proposed Weyerhaeuser subdivision near Brices Creek south of the regional airport. Rivers and Associates, the contracting engineers propose to suspend 3900 linear feet of 8" sewage force main lines and 3900 linear feet of 10" water main lines from the east bound lane of the Freedom Memorial Bridge over Lawson Creek and the Trent River. During original bridge construction, sewer and water line attachments were installed at each end abutment specifically for this type of project. The project involves simply suspending the two lines from the bridge and hooking into existing connections at each end abutment. There will be no excavating or filling involved within any AEC. Anticipated Impacts Since there is no excavation and/or filling proposed and since the lines will be suspended from the existing bridge within the existing supports, impact to the estuarine system should be negligible. According to the specifications package, before being placed in service each section of piping and service lines will be hydrostaticly tested for not less than 2 hours to ensure that no air pockets are in the line, that no broken pipe or defective materials are in the line, and that there are no leaking joints. FEB 114 TQ5 ATE-37?- Project #94705 Water and Force Main Serving Weyerhaeuser Property Description or Scope of Work: This project consists of the extension of the City of New Bern's utilities to the proposed residential development on Weyerhaeuser Property. It was stated that CAMA's concerns can be limited to the affected areas at Lawson Creek Park and the Trent River. As requested, this submittal focuses on the Lawson Creek Park and Trent River Bridge area. The proposed water and force main will be laid within the existing Lawson Creek park facility in New Bern. This area is a recreational facility containing soccer fields and playground areas, and is cleared with established grass fields. This existing pipe begins at the wetlands and extends into the bridge abutment. Therefore no trenching or other construction activity will be pertinent in the Lawson Creek wetlands. The water and force main will be connected to the existing pipe at the abutment. The two lines will be hung from the bridge deck as shown on Detail 12/14.
