PROJECT SUMMARY: The applicant proposes to construct a 6' by 175' long pier with a 200 ft2 gazebo located at its waterward end in Currituck Sound at the Sanderling Inn Health Club in Sanderling, Dare County. I R Earl Slick Field Report Page 2 SITE DESCRIPTION The applicant, Earl F. Slick owns a 1.6-acre tract of land located between Hwy 12 and the Currituck Sound near the northern end of Dare County. The tract of land is located in the development known as Sanderling which the applicant has developed over the past 15 years. The Sanderling Inn Health Club and Sports Complex are currently located on the tract including tennis courts, racquetball courts, health club and paved parking. All of these facilities are located on high ground landward of the wetlands which are located along the shoreline of the tract. Leaving the highground and progressing toward Currituck Sound, the ground elevation drops considerably down to Section "404" wetlands. This area is vegetated with wax myrtles, groundsel trees, catbriars and various sedges. A short distance waterward, coastal wetlands begin with a 40- to 60-foot wide stand of Spartina cynosuroides. This gives way to a 40-foot wide band of Juncus romerianus along the shoreline of Currituck Sound. Scattered clumps of Spartina alterniflora are located up and down the shoreline. The water depth of Currituck Sound near the coastal wetlands is near or less than 6". The bottom of Currituck Sound in the vicinity of this project is hard consisting primarily of coarse sand. Scattered patches of submerged aquatic vegetation were observed approximately 100 feet offshore of the shoreline. DEVELOPMENT PROPOSAL The applicant proposes to construct an elevated 6' by 175' long wooden pier with a 200 ft2, roofed gazebo at its waterward end. The pier would originate at the existing paddle ball courts and extend across the wetlands to reach Currituck Sound. Approximately 25 feet of the pier would cross "404" wetlands before crossing approximately 90 feet of coastal wetlands. The remainder of the pier, approximately 60 feet, would extend over the shallow waters of Currituck Sound. The proposed pier would stop in water approximately 1 foot deep, just short of the observed patches of submerged aquatic vegetation. ANTICIPATED IMPACTS Approximately 540 ft2 of coastal wetlands will be shaded by the pier. An additional 150 ft2 of 404 wetlands will also be shaded by the pier. Approximately 560 ft2 of shallow water habitat in Currituck Sound will be shaded by the pier. Temporary increases in turbidity may result during the construction of the pier. Type of fill material NA 8 ADDITIONAL INFORMATION In addition to the completed application form, the follow- ing items must be submitted: A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected property. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to cant' out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 710203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the _ Division of Environmental Management. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners. These individuals have 30 days in which to submit comments on the proposed project to the Division of Coastal Management and should be advised by the applicant of that opportunity.
