sailboats, windsurfers, canoes, kayaks, etc. in Currituck Sound adjacent their property at 1312 Duck
Road, Duck, Dare County.

Field Report
SITE DESCRIPTION
Joe and Barbara Britt currently own property located at 1312 Duck Road, Duck, Dare County with
shoreline on the Currituck Sound. The property currently has a single family residential structure located
near the southern boundary. A gravel parking area, boat ramp, boat rental office, and a 6' by 200' long
pier with a 400 ft2 platform all exist and indicate a boat rental operation currently operates on the property.
The shoreline is currently bulkheaded and has a wooden breakwater located approximately 30' waterward
of the bulkhead. The area between the bulkhead and the breakwater and south of the existing boatramp has
been planted with Spartina alterniflora and a coastal wetlands area has established itself there. Water
depths adjacent the breakwater in Currituck Sound are approximately 6" and slope gradually to
approximately 2' at the end of the existing platform. The bottom of Currituck Sound in the vicinity of the
project consists of coarse sand and minor amounts of shell fragments. No submerged aquatic vegetation
has been observed in the area of the project. Immediately north of the applicant's property, a real estate
office exists. North of this several residential structures are located adjacent Currituck Sound. South of
the applicant's property, the U. S. Army Corps of Engineers owns ocean-to-sound property on which is
located the USACOE Duck Research Pier.
DEVELOPMENT PROPOSAL
The applicants propose to place 43 mooring buoys in the waters of Currituck Sound. The moorings
would consist of Danforth anchors, chains and floating buoys to which watercraft would be attached. The
mooring field is proposed to accomodate a seasonal small-boat rental operation. Boats proposed to be
anchored to the buoys include sailboats, windsurfers, canoes and kayaks. As a seasonal operation, the
applicants propose to install the mooring field in April of each year and completely remove the field in
October of each year. The proposed mooring field would be located from the end of the existing pier
landward and extend on either side of the pier over a total distance of 330 feet. One mooring is proposed
approximately 100 feet waterward of the pier to accomodate a deeper draft sailboat.
ANTICIPATED IMPACTS
The mooring field will seasonally usurp approximately 1.5 acres of public trust area in Currituck
Sound. The placement and retrieval of the individual moorings may cause temporary turbidity increases in
the immediate vicinity. No archaeological sites have been identified in the vicinity of the project.
Pedestrian traffic and vessel traffic may increase turbidity levels in the vicinity of the project.

The Dare County Land Use Plan review and consistency determination will be conducted and
submitted under separate cover by Stephen Gabriel.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to cant' out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
