seasonal boat rental operation at the Barrier Island Station, Duck, Dare County.

SITE DESCRIPTION
North Beach Sailing, Inc. currently leases the existing 250' long dock and its 500 ft2 gazebo, as well
as the paved parking area for use as a seasonal small-boat rental operation. The existing dock and gazebo
were permitted under CAMA permit #74-84 to Barrier Island Station. Currently the shoreline is
bulkheaded with a concrete boat ramp located near the property's southern boundary line. The water depth
adjacent the wooden bulkhead is approximately 6" and slopes gradually to a depth of 2' at the end of the
gazebo. Wind tides can change this depth by as much as + or - 1.5 feet. The bottom of Currituck Sound
in the vicinity of the project consists of coarse sand with minor amounts of shell fragments. No submerged
aquatic vegetation has been observed in the area. Onshore, the Barrier Island Station Restaurant is located
immediately at the landward end of the existing pier. South of the property, the normal water line of
Currituck Sound is located very close to the right-of-way of Hwy 12 and no structures exist for several
hundred yards. To the north of the property, rental/timeshare units exist along the shoreline as part of
Ships Watch development.
DEVELOPMENT PROPOSAL
The applicant, North Beach Sailing, Inc. proposes to install floating buoys for 45 small watercraft.
These buoys would consist of anchors with chains and floating buoys to which vessels would be attached.
The buoys would accomodate a seasonal small-boat rental facility consisting of sailboats, kayaks, canoes,
waverunners, windsurfers, etc. The buoys and their anchors would be installed in April of each year and
completely removed in October of each year. The buoys would be located from the end of the gazebo
shoreward and extend south from the pier approximately 340 feet. The applicant also desires to place
buoys to define a navigation channel to a designated usage area in the middle of Currituck Sound. These
buoys would define the area to which the rental units were confined. These buoys would not be used for
moorings but merely for definition. Like all the other buoys, these would also be placed and removed
seasonally.
ANTICIPATED IMPACTS
A total of approximately 2 acres of public trust area in Currituck Sound would be seasonally usurped
by the boat rental operation. Some turbidity, although short-termed and of small scale should occur from
the placement and retrieval of the anchors and buoys. Additional turbidity should result from the use of the
small-boats in the shallow waters of Currituck Sound. No archaeological sites have been identified in the
vicinity of the project.

The Dare County Land Use Plan review and consistency determination will be conducted and
submitted under separate cover by Stephen Gabriel.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the follow-
ing items must be su/ ed:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project. /
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
