Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject
application for impacts to wildlife and fishery resources. Our comments are provided in accordance with
provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et. sey.), and
Sections 401 and 404 of the Clean Water Act (as amended).
The project is located east of the intersection of NC 179 and East Shoreline Dr., in Sunset Beach. The
property consists of approximately 5.8 acres including approximately .006 acres of forested wetlands and a
perennial stream that is an un-named tributary of Long Creek Pond in the Lumber River Basin. Waters in this
area are classified SA by the Division of Water Quality (NCDWQ).
The applicants propose to impact approximately 0.006 acre of wetlands through filling to construct access,
parking, and one of four structures. In addition, 2991inear ft and .OS acre of stream will be impacted. No
mitigation is proposed for these impacts.
We have the following concerns/recommendations:
We recommend a 100 ft native forested buffer is maintained or created on each side of any on-site
perennial streams.

We recommend a NC EEP buy-in of not less than 3.3:1 for both riparian wetland and linear feet of
stream impacts.
The NC Natural Heritage Program has identified two plant species of importance as occurring on the
site or adjacent to it:
o Carolina atamasco lily (Zephyranthes sp. 1); FSC, SR-L
o Carolina grasswort (Lilaeopsis carolinensis); F-, ST
Additionally, there are several species of plants and animals occurring within 1 mile of the project
that are protected by both Federal and State Endangered Species acts. We recommend that a
thorough T&E Species survey be conducted.
The stream channel and riparian areas proposed to be eliminated provide valuable fish and wildlife
habitat and water quality maintenance functions for the receiving water bodies (Long Creek Pond and
the AIWW). We recommend further site selection/design analyses that would eliminate the need to
disturb streams or associated riparian buffers. Elimination of proposed structures must be considered
in these analyses. If jurisdictional streams cannot be avoided, we recommend efforts be made to
relocate the stream channels using state-of--the-art stream relocation techniques. This should include
the reestablishment of appropriate riparian buffers.
We have no objection to the project provided our recommendations are included as permit conditions. Thank
