PROJECT SUMMARY: Weyerhaeuser is seeking Major CAMA authorization to permanently retain the installation of 6 PVC pilings that create an 800 foot long mooring that supports a floating containment boom about 10 ft. from the shoreline. FIELD INVESTIGATION REPORT: WEYERHAEUSER PAPER COMPANY PAGE #2 a --------------------------- 9. NARRATIVE DESCRIPTION: The project site is located on the Neuse River just south east of the SR #1400 / NC 43 bridge at the fuel docks operated by the Weyerhaeuser Paper Company in Craven County. In September of 1994 the Division of Coastal Management issued Weyerhaeuser a General Permit, #13174, that allowed the temporary installation of 8 PVC pilings int the Neuse River pursuant to the special conditions found in General Permit 711.1900. The series of 6 PVC pilings that where installed, act as an anchorage for the oil containment boom. As the workplat drawing shows, the line of PVC pilings and the associated boom follows the shoreline in a parallel fashion for about 800 feet. The series of pilings and the associated boom are off-set from the natural shoreline and the normal water level by some 10 feet. The floating boom is deployed around vessels at the dock while fuel is unloaded. The General Permit issued to Weyerhaeuser expires in March of 1995. It is a requirement of the General Permit to remove the temporary structures associated with the original project. Therefore, the current Major CAMA proposal submitted by Weyerhaeuser seeks permanent authorization for the existing 6 PVC pilings that make up the mooring apparatus for the floating oil boom. It is apparent from a careful review of the project plans that no significant changes will be made to the existing structure. 10. ANTICIPATED 51PACTS: The proposed project will generate a footprint of approximately 8,000 sq. ft. on the Public Trust waters of the Neuse River. As the workplat drawings show, the series of 6 PVC pilings in association with the floating boom will create an alignment about 800 feet long running parallel to the shoreline at a distance of 10 feet waterward of the normal water level. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x I 1 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management.
